Yes — 700 millimes per subscribed kVA. Confirmed on a real invoice: 3 kVA × 700 = 2,100, plus 19% VAT. The official simulation returning 700 was therefore for 1 kVA.

Consequence: #16234 had degraded the site's original wording, which was right on this point. Fixed by #16279. The model is now verified at two independent points (1 kVA → 63,448 millimes; 3 kVA → 65,114), closing the last unknown in the STEG billing model.
