E.DIS (SNB941690671609) is the first Cloudflare-blocked operator seen in this campaign: their linked Netzentgelte page returned HTTP 403 with cf-mitigated: challenge to both curl and WebFetch. Per the country anti-bot policy, Cloudflare challenges are never solved or bypassed — this applies just as much to reading a page as to submitting a form. Recorded a findings.jsonl row with all price fields null and a review_note explaining the block, and drafted a follow-up (sent this run) asking E.DIS to email the Preisblatt directly as a PDF attachment instead. Worth watching for whether this becomes a recurring pattern across operators — if a chain (Westnetz, Bayernwerk, etc.) all sit behind the same Cloudflare-protected CMS, this same detour (ask for the PDF by email) is the fix, not trying harder against the challenge.

Energiequelle GmbH / Windpark Feldheim (SNB932549440224) — ambiguous internal handoff, not a clean reroute: Christian Fünfgeld forwarded our reminder internally saying the actual Netzbetreiber is "Energiequelle GmbH & Co. Windpark Feldheim 2006 KG" and that "Hannes" handles it, without giving Hannes's contact address and without it being clear the message was addressed to us. No follow-up could be drafted (nothing to send it to) — routed to human_queue with the detail explaining the gap. A human should decide whether to wait for Hannes to reply directly, or try tracking down a Feldheim-specific contact.

Third confirmed case of daytime (not nighttime) Niedriglasttarif: Stadtwerke Weißenburg's Modul 3 puts NT at 10:00-15:00 in Q2+Q3 (with Q1+Q4 flat standard-tariff, no HT/NT at all) — same inverted pattern already seen at Inzell, Scheinfeld, and now also Netze ODR (NT 11:00-17:00, also Q2+Q3 only). This is now a repeated-enough pattern (4 operators) that it's not an extraction fluke; it seems tied to operators whose actual load peaks occur at different times of day/year than the BDEW default assumption. Continue flagging in review_note rather than treating as a red flag on scan.

Stadtwerk am See's Preisblatt filename contains "fiktiv" but is NOT the fiktiv-naming-trap case (unlike Badenova, 2026-08-11): the filename ...-fiktiv.pdf refers only to a separate informational table (2.1b/2.1c, "ohne Bundeszuschuss") required by the §118 EnWG transparency obligation for RLM-Großkunden — the actual §14a Modul 1-3 data in sections 2.4/2.4a of the same document are the real, current 2026 figures. Read the whole PDF before assuming a "fiktiv" filename means the whole document is the wrong variant; this time it was a false alarm, but the check itself (verifying which table a "fiktiv" label actually covers) remains the right instinct.

Warburg's Preisblatt is named vorlaeufige-netzentgelte-strom-2026 (preliminary) despite showing "Preisstand 01.01.2026" inside — noted in the finding's review_note since a later "endgültig" replacement could supersede it; nothing actionable this run, just a freshness flag for anyone re-checking Warburg later.
