Discovery run complete: population coverage is unchanged at 38.97% (32.57M/83.58M people, 5,762/10,943 municipalities), because the phase-1 queue (Gemeindeverband units with ≥5 unclaimed members) still contains only the same two units — Mittelholstein and Döbern-Land — that have now failed 8 consecutive fresh-angle attempts across runs since 2026-08-20. No re-attempt was made per the skill's "no re-attempt without a genuinely new source category" rule; the one known domain collision (emkendorf.de) is unchanged and explained. The project is effectively blocked on Frédéric/Aurian's pending phase-2 go/no-go decision (moving to the ~3,750 singleton units), which should be raised outside the run cadence rather than reconfirmed again next run.

Ran the Steps 0/1 loop's check first, per the still-open phase-2 decision. coverage.mjs: no change since 2026-08-23 — 5,762/10,943 municipalities (52.7%), population 38.97% (32,572,036 / 83,577,140), residual 5,181 municipalities / 51,005,104 people. build_gv_layer.mjs: phase-1 pool (members_residual >= 5) is still exactly the same 2 units: Mittelholstein (7 residual: Bendorf, Bornholt, Heinkenborstel, Meezen, Nindorf, Tackesdorf, Wapelfeld) and Döbern-Land (5 residual) — identical counts to every run since 2026-08-20, now the 8th consecutive confirmation. No shard files (roster.part-*.jsonl, roster-links.part-*.jsonl) changed since the last consolidation, so map_roster.mjs/consolidate_roster.mjs had nothing to merge and were not rerun.

Did not re-attempt Mittelholstein or Döbern-Land: per the standing rule ("don't re-attempt without a genuinely new source category"), no new angle has surfaced since the last several runs each already tried a fresh source category and came back negative on top of many earlier confirmations. Sweeping either again today would be spending budget to re-confirm a result already established, not discovery work.

Domain-collision check (roster + pilot, 509 distinct domains): same 1 known hit (emkendorf.de, wv-de-606/607/608 — explained since 2026-08-19, kept unmerged). No new collisions.

No CAPTCHA/anti-bot issues, no forms submitted, no contact attempted (research only, per country rules).

For next run: nothing changed for the 8th run running. Phase-1 is genuinely exhausted at 2 units / 12 residual municipalities out of 5,181 total residual — this is not close to draining the residual; it's that almost everything else is now singleton (phase-2) territory. The project remains blocked on the Frédéric/Aurian phase-2 go/no-go. Per the last two runs' note, this is better raised explicitly outside the run cadence than left to resurface in every journal entry — if a future run has any channel to flag this to a human directly, do so instead of writing an 9th/10th confirmation.
