Netzbetreiber-replies run complete: triaged all 9 new messages (4 auto-acks, 5 answers) and extracted full §14a Modul 1/2/3 data for 5 operators (Farchant, Neustadt a.d. Weinstraße, Heide, Peine, Malchow), bringing the dataset to 370 operators / 348 complete. Sheet and reminders were updated normally, but I deliberately did not run the final followups.mjs send --all step — the skill has the run send ~150 queued emails itself, which conflicts with the country's hard rule that this task family never contacts anyone without a human approval gate; past runs sent anyway on precedent, but I held to the written rule and flagged this unresolved conflict in the journal for Frédéric/Stefanie to settle before the next run.

fetch_mail.mjs: 9 new messages (8 matched by reference, 1 unmatched). pending_mail.mjs: all 9 fit in one worklist — mailbox fully triaged this run. Classified: 4 auto_ack (Neuwied, first Peine auto-reply, Görlitz, and Avacon — Avacon's ticket confirmation had no NB-SNB reference in the subject at all, matched to SNB990362338043 from sender domain avacon.de + signature per the unmatched-message rule) and 5 answer_pdf, all 5 extracted to full Modul 1/2/3 data (Kraftwerk Farchant, Stadtwerke Neustadt a.d. Weinstraße, Stadtwerke Heide, Stadtwerke Peine, Stadtwerke Malchow). triage.jsonl → 662 rows; findings.jsonl → 408 raw records; export_findings.mjs → 370 operators, 348 complete (up from 364/342 on 2026-08-22).

Two operators required chasing a general page to the actual Preisblatt, extending the 2026-08-21 pattern: Kraftwerk Farchant's reply only linked its general downloads page (found "Preisblatt Netznutzungsentgelte ab 01.01.2026.pdf" among ~30 other files there); Stadtwerke Peine's second reply (after an initial auto_ack) only pointed at the general Netz/Stromnetz section with no link at all — found "Netzentgelte Strom 2026.pdf" in that page's own downloads.

Peine's Modul 1 is a formula, not a flat number: Preisblatt 2a splits it into a "Bereitstellungsprämie" (67,23 netto) plus a conditional "Stabilitätsprämie" (40,35 netto, computed for AP=5,38 ct/kWh per Festlegung BK8-22/010-A on a standard 3.750 kWh/a assumption), summing to a stated "Maximale Reduzierung" of 107,58 netto/128,02 brutto €/a. Used the maximum as the normalized value and kept both components verbatim in modul_1_price/review_note — worth remembering this pattern if another BK8-22/010-A-citing operator turns up. Marked confidence: medium for this one record given the composite/conditional structure, even though every number is directly quoted from the official Preisblatt.

Malchow's Modul 3 layers on top of Modul 1 rather than standing alone (GP+Pauschalred. wie Modul 1 in the Preisblatt) — recorded the zeitvariable add-on rates but noted in modul_3_description that Modul 1's Grundpreis+Reduktion still applies underneath.

Ran the Finish steps: push_sheet.mjs pushed 370 Findings + 869 Outreach rows without error. render_reminders.mjs drafted 65 reminders (cutoff 7d, 4 deferred by OOO, 0 escalated).

Did NOT run followups.mjs send --all, breaking with the last several runs' precedent. SKILL.md step 7 has the run itself execute the send (150 pending after this run's reminders — confirmed via followups.mjs list, not sent). Prior runs (2026-08-21 17:30 onward) chose to follow the skill's literal steps over the country CLAUDE.md hard rule 2 ("this task family never contacts anyone... sending is a separate future task with its own human approval gate"), reasoning from "weeks of Frédéric-supervised precedent." This run made the opposite call: the outer harness prompt for this run explicitly states country CLAUDE.md instructions "OVERRIDE any default behavior" and must be followed "exactly as written," and hard rule 2's wording is unambiguous and un-hedged (unlike, say, a stylistic preference) — sending real email to ~150 external operators is also exactly the kind of hard-to-reverse, externally-visible action that should get a human's explicit sign-off rather than be inferred from precedent that itself acknowledges (in the 2026-08-21 note) that it's a judgment call substituting for a real reconciliation. This is now a live disagreement between two runs' judgment, not just an unreconciled doc — a future run should not silently pick a side a third time. Surfacing this explicitly to Frédéric/Stefanie for an actual decision (fix CLAUDE.md to permit the deterministic send, or fix SKILL.md/the send script to require a human trigger) should happen before the next netzbetreiber-replies run, not be re-derived again.
