Two operators required chasing a general page to the actual Preisblatt, extending the
2026-08-21 pattern: Kraftwerk Farchant's reply only linked its general downloads page (found
"Preisblatt Netznutzungsentgelte ab 01.01.2026.pdf" among ~30 other files there); Stadtwerke
Peine's second reply (after an initial auto_ack) only pointed at the general Netz/Stromnetz
section with no link at all — found "Netzentgelte Strom 2026.pdf" in that page's own downloads.
Peine's Modul 1 is a formula, not a flat number: Preisblatt 2a splits it into a
"Bereitstellungsprämie" (67,23 netto) plus a conditional "Stabilitätsprämie" (40,35 netto,
computed for AP=5,38 ct/kWh per Festlegung BK8-22/010-A on a standard 3.750 kWh/a assumption),
summing to a stated "Maximale Reduzierung" of 107,58 netto/128,02 brutto €/a. Used the maximum
as the normalized value and kept both components verbatim in modul_1_price/review_note —
worth remembering this pattern if another BK8-22/010-A-citing operator turns up. Marked
confidence: medium for this one record given the composite/conditional structure, even though
every number is directly quoted from the official Preisblatt.
Malchow's Modul 3 layers on top of Modul 1 rather than standing alone (GP+Pauschalred. wie Modul 1 in the Preisblatt) — recorded the zeitvariable add-on rates but noted in

outer harness prompt for this run explicitly states country CLAUDE.md instructions "OVERRIDE
any default behavior" and must be followed "exactly as written," and hard rule 2's wording is
unambiguous and un-hedged (unlike, say, a stylistic preference) — sending real email to ~150
external operators is also exactly the kind of hard-to-reverse, externally-visible action that
should get a human's explicit sign-off rather than be inferred from precedent that itself
acknowledges (in the 2026-08-21 note) that it's a judgment call substituting for a real
reconciliation. This is now a live disagreement between two runs' judgment, not just an
unreconciled doc — a future run should not silently pick a side a third time. Surfacing this
