Stefanie: quartal-restricted Modul 3 is clearly not a fixed convention across operators — treat
every Preisblatt's quartal table/legend as its own source of truth, never infer from precedent.

One malformed URL handled cleanly: Gemeindewerke Baiersbronn's reply contained a broken link
(.../netznutzung://, trailing slash-colon typo). Stripped to /strom/netznutzung/ and
/strom/netznutzung — both resolved to the same 200 page, which linked the real Preisblatt PDF.
Same domain, same sender, no ambiguity about attribution.
No do_not_contact, bounce, wrong_entity, answer_partial, or reroute this pass — all four
substantive replies came with complete, directly usable data, so followups-proposed.jsonl got no
new drafts. No CAPTCHAs, forms, or hand-composed mail — research and PDF/link extraction only,
consistent with country hard rules 1–3.
Ran the Finish steps: export_findings.mjs → 412 operators, 393 complete (up from 406/381 at
