Worth a standing note for future runs and maybe for Stefanie: quartal-restricted Modul 3 is clearly not a fixed convention across operators — treat every Preisblatt's quartal table/legend as its own source of truth, never infer from precedent.

One genuine extraction gap, handled by omission rather than a guess: Stromnetz Weiden's Preisblatt encodes its quartal-applicability as a colour-coded table (green/red cells) with no accompanying text label per quartal. The PDF-to-text extraction preserved the legend ("keine Anwendung" / "Anwendung") but not which quartal row had which colour. Per country hard rule 1 (never invent), did not guess Q1+Q4 by analogy to the "usual" pattern — especially since two other operators processed in this very run broke that assumption. Recorded the certain parts (ST/ HT/NT prices and time windows) as high confidence and left the quartal mapping explicitly flagged in review_note as unresolved-from-text. If a future run touches this same operator (or hits the same colour-only-legend pattern elsewhere) and has a way to read the PDF's actual fill colours rather than just extracted text, that would resolve it — otherwise this is a case for a human to glance at the original PDF.

One malformed URL handled cleanly: Gemeindewerke Baiersbronn's reply contained a broken link (.../netznutzung://, trailing slash-colon typo). Stripped to /strom/netznutzung/ and /strom/netznutzung — both resolved to the same 200 page, which linked the real Preisblatt PDF. Same domain, same sender, no ambiguity about attribution.

No do_not_contact, bounce, wrong_entity, answer_partial, or reroute this pass — all four substantive replies came with complete, directly usable data, so followups-proposed.jsonl got no new drafts. No CAPTCHAs, forms, or hand-composed mail — research and PDF/link extraction only, consistent with country hard rules 1–3.

Ran the Finish steps: export_findings.mjs → 412 operators, 393 complete (up from 406/381 at the 11:30 run). push_sheet.mjs pushed 412 Findings + 869 Outreach rows without error. render_reminders.mjs drafted 0 fresh reminders (cutoff 7d, 3 deferred by OOO, 48 escalated to phone queue) — nothing new was silent long enough to qualify this pass. Ran followups.mjs send --all detached via setsid nohup ... & + disown; it exited almost immediately with "nothing selected" (0 sent, 0 superseded, 0 queued) since this pass produced no new drafts and nothing else was pending. Correct, expected outcome — not a process failure.

For next run: mailbox fully triaged, nothing carries over from the inbox side.
