Outcome: Enriched 30 pending_domain water suppliers (16+14 across two synchronous subagents), resolving 11 official domains and correcting several wrong member lists inherited from discovery. Population coverage rose from 86.05% to 86.2% (+27 municipalities claimed); the enrichment.jsonl grew from 179 to 209 records with zero data loss.

Two new duplicate-mint pairs were caught and flagged (not merged, per the never-auto-merge rule): wv-de-3925/8502 (Schwabachgruppe) and the carried wv-de-1415/7505 (Wiesenbachgruppe) which keeps resurfacing until a human resolves it. Also flagged wv-de-7718 as apparently defunct/merged into Wasserverband Nordhausen — needs a human decision. 76 pending_domain rows remain for the next run; full details and new host traps are in the journal.

Scheduled run. Read CLAUDE.md, this journal, and SKILL.md first. Confirmed on-disk state (1967 companies, 86.05% coverage from the 15:47 discover run) before touching anything. _tasks/netzbetreiber-contact/ german-water/ is still absent from this checkout — inlined the full method (hard rules, field lists, record format, host traps, memory safety) into both subagent prompts rather than relying on a shared file.

Batch build: build_enrich_batch.mjs 30 → 106 pending_domain rows in the pending tier of 1817, batch fully pending_domain (30/30) per priority ordering. Caught the carried duplicate before dispatch: wv-de-7505 (Wiesenbachgruppe) — already flagged in the 08-28 10:30 run's journal entry as the same real entity as wv-de-1415 (identical name, identical address) and still unenriched — was back at the top of the batch since it was never actually merged (append-only, per the never-auto-merge rule). Re-confirmed both roster rows still exist and neither has an enrichment record, then excluded it and substituted the next pending_domain row by population (wv-de-2906) to keep the batch at 30 rather than spend a subagent's research on a company likely headed for a human merge decision.

Corrected a background-launch mistake before it cost anything: initially spawned both subagents with run_in_background: true (wrong — this run is headless and background work dies with the turn, a lesson already in this journal from 2026-08-04). Caught it immediately after dispatch and used TaskOutput with block: true to synchronously wait out both agents in this same turn instead of ending it — no work was lost, but flagging this so a future run copies the working pattern (run_in_background: false at dispatch time) rather than this recovery.

Shard A (16 rows): 3/16 domains resolved (pfaffenberggruppe.de, wzv-schonstett.de, trinkwasser-hainich.de), 13 stayed pending_domain with earned reasons. Corrected several wrong member lists inherited from the discovery pass (Pfaffenberggruppe, Schonstetter Gruppe, Vordorf-Hildenbacher Gruppe, Theres-Gruppe gained a third member). Flagged for human review, not touched: wv-de-7718 (Trinkwasserzweckverband "Alter Stolberg") looks defunct — its own site's cached title says "...in Abwicklung", plus a merger announcement, pointing to dissolution into Wasserverband Nordhausen (wv-de-1155, already on roster) effective 2021-01-01. Left as pending_domain rather than merged. New host-trap pattern: swz-perach.de and trinkwasser-hainich.de both cert-mismatch on HTTPS (shared hosting certs) but work over plain HTTP — same shape as the known xn--mabach-cta.de trap; worth trying HTTP-only as a fallback before giving up on a TLS failure in future runs.

Shard B (14 rows): 8/14 domains resolved, 6 stayed pending_domain with earned reasons (mostly confirmed shared multi-tenant VG/Amt portals, correctly left unmerged). New duplicate-mint found: wv-de-8502 ("Schwabachgruppe") = pre-existing wv-de-3925 — identical name, identical website_url, identical hq_ags (09572121); flagged in both records, not merged. New borderline case: vg-rohrbach.de is already the official_domain for two other distinct pre-existing companies (wv-de-8537/wv-de-8539) from an earlier discovery pass — genuinely different entities on a shared portal, but the subagent correctly declined to add a third (Niederbergkirchen) onto that same domain, leaving it pending_domain instead and flagging the precedent for a human to review. New host trap: twzv-taubenbach.de — TLS-broken on both http/https, no archive.org snapshot.

Merge/finish (done by me, orchestrator): Validated both shards' 6 output files as well-formed JSONL before trusting them (16+14 enrichment records, 10+14 full 21-key roster patches — schema-checked, no partial-patch bug — 63+63 link records). Appended both enrichment parts: 179 → 209 records. map_roster.mjs: 9884 total link rows (was 9758), 8879 preresolved + 713 exact_norm + 80 land_scoped + 4 ambiguous + 3 expanded_qualifier + 201 unmatched (+51 vs prior 150 — mostly newly-harvested Ortsteil/no-AGS names from this batch's corrected member lists, not a regression). consolidate_roster.mjs: 2041 shard rows (74 shard-level dupes, last-shard-wins) → 1967 distinct companies, unchanged as expected (enrichment mints no new companies). coverage.mjs: population 86.05% → 86.2% (+0.15pp). Municipalities claimed 8459 → 8486 (+27). Residual: 2484 → 2457 municipalities, 11.66M → 11.537M people. pending_domain in the pending tier: 106 → 76 (-30 — all 30 batch rows left the pending tier by being enriched, whether or not their domain resolved; 11 of 30 got a resolved domain net of the duplicate).

Domain-collision check across full roster.jsonl: 15 total, up from 14 carried after the last discover run — the +1 is eckental.de (wv-de-3925/wv-de-8502), the Schwabachgruppe duplicate-mint found above, correctly flagged not merged. All other 14 unchanged (9 historical pairs + 5 legitimate shared-Amt/VG-portal cases from the vg7 discover run).

For next run: 76 pending_domain rows remain. 1787 roster rows remain pending enrichment overall. Open duplicate-mint/collision list now has two new entries worth a human decision alongside the long-standing pile: wv-de-1415/7505 (Wiesenbachgruppe, still unmerged, will keep resurfacing at the top of every batch until resolved) and wv-de-3925/8502 (Schwabachgruppe, new this run). wv-de-7718 (Alter Stolberg) needs a human call on whether to mark it merged_into: wv-de-1155 rather than leave it an apparently-defunct pending_domain row. The still-overdue human consolidation pass (scripted domain-collision + near-identical-name sweep across the full 1967-row roster) remains recommended and is now the single biggest lever left — this run alone found 2 more duplicate pairs by hand that a script would have caught cheaply across the whole roster at once.
