Those are kept as the evidence trail, consistent with prior runs' convention. Everything is merged and the journal is updated.

Ran the wasserversorger-enrich batch: 30 pending_domain companies researched (2 synchronous subagents, 15 each), all merged into the campaign roster. 4 of 30 got their official domain resolved (one was a duplicate-mint of an existing company, correctly flagged not merged); population coverage rose from 87.68% to 87.81% (+18 municipalities claimed), and pending_domain backlog dropped from 84 to 54. Found and excluded the recurring Wiesenbachgruppe duplicate before dispatch (3rd run in a row), and flagged one new duplicate-mint pair (Bad Königshofen Gruppe Mitte, wv-de-1148/8515) plus a territory-overlap question around Thiersheim/Arzberg for human review — the overdue human consolidation pass across the full 2011-company roster remains the biggest lever to stop these duplicates recurring.

Scheduled run. Read CLAUDE.md, this journal (tail — full file exceeds the 256KB read cap), and SKILL.md first. _tasks/netzbetreiber-contact/german-water/ is still absent from this checkout — inlined the full method into both subagent prompts again, as every enrich run has done so far. Confirmed on-disk state before starting: 2011 companies, 87.68% coverage (post 18:00 vg8 discover run, merged onto disk already).

Batch build: build_enrich_batch.mjs 30 → 84 pending_domain rows in the pending tier of 1831, batch fully pending_domain (30/30) by priority ordering. Caught the carried duplicate again before dispatch: wv-de-7505 (Wiesenbachgruppe) was back at the top — same known duplicate of already-enriched wv-de-1415 flagged in two prior journal entries (still unmerged, append-only). Re-confirmed wv-de-1415 has an enrichment record and wv-de-7505 doesn't, then excluded it and substituted the next pending_domain row by population (wv-de-2910) to hold the batch at 30. This is now three runs in a row this exact pair has needed a manual catch — strong argument for the overdue human consolidation pass.

Dispatch: both subagents launched run_in_background: false in one message from the start this time (no recovery needed, unlike the 15:30 run) — 15/15 split, both stayed synchronous end-to-end (24 min and 16 min), neither used the Agent tool.

Shard A (15 rows, → enrichment.part-o.jsonl): 1/15 domains resolved (wasserzweckverband-jst.de for wv-de-5533, Jura-Schwarzach-Thalach Gruppe). 14 stayed pending_domain with earned reasons (fresh search + re-check of the operator's own listed page, genuinely no site). Caught a false-lead domain: wv-de-9514's (Unteres Aitrachtal) prior-pass candidate wasserzweckverband-aitrachtalgruppe.de actually belongs to an unrelated, defunct Straubing-area ZV merged away in 2020 — corrected to pending_domain rather than propagate the wrong domain. Analysis URLs found 13/15. New host traps: rheinmuenster.de needs a browser User-Agent to get past a 403; garlstorf.de has intermittent HTTPS handshake failures, plain HTTP reliable.

Shard B (15 rows, → enrichment.part-p.jsonl): 3/15 domains resolved (oberschoenegg.de, buch-am-wald.de, wzvkoen-mitte.de). New duplicate-mint found: wv-de-8515 (Wasserzweckverband Bad Königshofen i.Grabfeld - Gruppe Mitte) = pre-existing wv-de-1148 — identical name (near-verbatim), identical domain wzvkoen-mitte.de, identical 5-member list (~9,400 people), just captured by two different sweep passes (2026-08-20 VG sweep vs. this 2026-08-28 discovery+enrich pass). Flagged prominently in both records, not merged. Also flagged for human review: overlapping territory claims around Thiersheim/Arzberg across wv-de-8531/8532/8533, and a possible Abwasser/Trinkwasser name-collision on wv-de-7717.

Merge/finish (done by orchestrator): Validated all 6 shard output files as well-formed JSONL (30 enrichment records total, 30+1 roster patches — the +1 is wv-de-8515's own corrective re-append flagging its duplicate-mint status, not a new company — 49+43 link rows) before trusting them. Appended both enrichment parts: 209 → 239 records (235 distinct company_id — enrichment.jsonl carries append-only re-research history, so record count and distinct-id count diverge slightly, as expected). map_roster.mjs: 10101 total link rows (was 10009), 9014 preresolved + 760 exact_norm + 88 land_scoped + 3 expanded_qualifier + 228 unmatched (+27 vs prior 201 — newly-harvested Ortsteil/no-AGS names from this batch's corrected member lists, not a regression) + 4 ambiguous (unchanged, incl. long-standing Breitenbrunn). consolidate_roster.mjs: 2116 shard rows (105 shard-level dupes, last-shard-wins) → 2011 distinct companies, unchanged as expected (enrichment mints no new companies). coverage.mjs: population 87.68% → 87.81% (+0.13pp). Municipalities claimed 8588 → 8606 (+18). Residual: 2355 → 2337 municipalities, 10.300M → 10.192M people. pending_domain in the pending tier: 84 → 54 (-30, all batch rows left the pending tier by being enriched; 4 of 30 got a resolved domain, one of those — wv-de-8515 — a duplicate mint not a real gain).

Domain-collision check across full roster.jsonl: 16 total, up from 15 carried — the +1 is wzvkoen-mitte.de (wv-de-1148/wv-de-8515), the duplicate-mint found above. All other 15 unchanged (9 historical pairs + 5 legitimate shared-Amt/VG-portal cases + the 08-28 15:30 run's eckental.de pair).

For next run: 54 pending_domain rows remain. 1801 roster rows remain pending enrichment overall (235/2011 companies enriched, ~11.7%). Open duplicate-mint/collision list now has three entries worth a human decision: wv-de-1415/7505 (Wiesenbachgruppe — will keep resurfacing at the top of every batch until resolved, this is its third appearance in the journal), wv-de-3925/8502 (Schwabachgruppe), and wv-de-1148/8515 (Bad Königshofen Gruppe Mitte, new this run). Also flagged: wv-de-7718 (Alter Stolberg, apparently defunct/merged into wv-de-1155), Breitenbrunn's long-standing name ambiguity, the eneREGIO/Muggensturm-Ötigheim HR-number mismatch, and this run's new Thiersheim/Arzberg territory-overlap question (wv-de-8531/8532/8533). The overdue human consolidation pass (scripted domain-collision + near-identical-name sweep across the full 2011-row roster) remains the single biggest lever — it would catch all three duplicate-mint pairs above in one shot instead of one per run.
