Confirmed on-disk state before starting: re-ran coverage.mjs (88.47%, 8730/10943, matched journal exactly) and build_gv_layer.mjs (queue top Kellinghusen(4)/Trave-Land(3)/Eidertal(3)/GVV Rot-Tannheim(2)/VVG Zell im Wiesental(2), matched prediction exactly). Confirmed max company_id on disk 10540.

Batch build: build_batch_input.mjs 61 vg10, dropped Kellinghusen (still the settled negative, per the journal's repeated confirmations) from shard A's top, leaving 60 units split 30/30. Queue top is now almost entirely 2-member GVV/VVG/VGem units in the 5.7k–7k residual-population band — phase 2b's "hard residual" tail, as predicted.

Dispatch: two synchronous subagents (run_in_background: false on both, one message, blocked on both), 30 units each, mandatory no-Agent-tool line in both prompts, disjoint company_id ranges (A: wv-de-11001–11099, B: wv-de-11501–11599). Ruled out an AI-suggested-but-unverified WBW membership claim for Schöllnach after checking WBW's own member list (Landkreise only). Shard B resolved all 60 seeded members across its 30 units (37 new companies), 1 explicit unresolved (Geratskirchen). Several genuine cross-Land name collisions (Altheim×2, Falkenberg×2, Bernstadt×2, Fuchsstadt-the-town vs. a same-named Ortsteil of Stadtlauringen, Marktredwitz vs. Redwitz a.d.Rodach) disambiguated by AGS/Landkreis before linking. Shard B's WebSearch quota ran out partway through unit 25 of 30; finished the remainder via DuckDuckGo HTML search through curl with no reported loss of rigor — worth watching if this recurs, since the skill's known trap is that html.duckduckgo.com 202s on an unattended fetch, but it evidently worked interactively here.

Merge: validated all 4 shard files as well-formed JSONL first (43+37=80 company rows, 65+66=131 link rows, all parsed clean). map_roster.mjs: 10448 total link rows (was 10237... i.e. already included last run's growth; up from the 10237 baseline two runs ago), 263 needing review (258 unmatched, mostly newly-harvested no-AGS names from this batch's member lists — not a regression; 3 expanded_qualifier; 1 ambiguous, Breitenbrunn, still unresolved from prior runs).

Mandatory domain-collision check, run before consolidate_roster.mjs per standing instruction, across the full existing roster + both new shard files: 20 total (18 historical carried unchanged + 2 new). Neither new collision is a duplicate mint:

  • weitnau.de: wv-de-11007 (Markt Weitnau, gemeindliche Wasserversorgung) and wv-de-11008 (Gemeinde Missen-Wilhams, gemeindeeigene Wasserversorgung) — both newly minted this run, both genuinely self-supplying Gemeinden publishing on the shared VGem Weitnau portal (no separate Missen-Wilhams domain exists; missen-wilhams.info redirects to weitnau.de). Same shape as the standing oberbergkirchen.de/vg-schoensee.de/vg-rohrbach.de cases. Verified no double-claimed link row.
  • schlicht-gruppe.de: pre-existing wv-de-7722 ("Zweckverband zur Wasserversorgung der Taufkirchener Gruppe", members Kraiburg a.Inn + Taufkirchen per its own link rows) vs. new wv-de-11041 ("Zweckverband zur Wasserversorgung der Schlicht-Gruppe", members per BayernPortal registry: Gars a.Inn, Haag i.OB, Kirchdorf, Obertaufkirchen, Reichertsheim, Soyen). Different legal entities, different (non-overlapping, except both notionally touch Gars a.Inn) member lists, one shared portal domain — matches the "one brand, several legal entities" pattern (HAMBURG WASSER-style) the skill documents, not a re-mint. By-Land population coverage now: Berlin/Hamburg/Bremen 100%, RP 99.5%, NRW 97.6%, Niedersachsen 95.3%, BW 92.8%, Saarland 92.6%, SH 92%, MV 87.4%, Brandenburg 83.6%, Sachsen 80.6%, Hessen 79.3%, Sachsen-Anhalt 78.9%, Thüringen 76.8%, Bayern lowest at 72% (1174/2217 municipalities) — Bayern remains the biggest lever, consistent with its large singleton count (2217 Gemeinden, only 110 units total per the skill's original table).

For next run: New queue top: Kellinghusen (still the settled negative, skip), Trave-Land (3, third consecutive run with nothing found — worth considering settled-negative too, though the skill doesn't currently authorize that call unilaterally), then Illerwinkel (VGem, 2), Pastetten (VGem, 2), Kirchheim i.Schw.
