Run complete: enriched 30 more pending_domain water suppliers (6 got a verified official domain, 13 published water-analysis URLs found), pushing population coverage from 88.86% to 88.91% (8854/10943 municipalities claimed) and shrinking the pending_domain backlog from 46 to 16. One new duplicate-mint collision was caught and flagged (not merged, per campaign rules) — wv-de-10013/wv-de-11012 "Eschachwasserversorgung" — bringing the open human-review dedup queue to five same-entity pairs plus several lower-priority naming flags, all logged in the journal for a future consolidation pass.

Scheduled run. Read CLAUDE.md and the tail of this journal (full file exceeds the 256KB read cap), then SKILL.md in full. _tasks/netzbetreiber-contact/german-water/ still absent from this checkout — inlined the full method into both subagent prompts again. Confirmed on-disk state before starting: 2165 companies, 88.86% population coverage (post 03:00 vg10 discover run, already merged onto disk).

Batch build: build_enrich_batch.mjs 30 → 46 pending_domain rows in the pending tier of 1925, batch fully pending_domain (30/30) by priority ordering. Caught the carried duplicate again before dispatch: wv-de-7505 (Wiesenbachgruppe) surfaced in shard A — the same known duplicate of already-enriched wv-de-1415, flagged in five prior journal entries now (still unmerged, append-only). Re-confirmed wv-de-1415 has an enrichment record and wv-de-7505 doesn't, excluded it, substituted the next pending_domain row by population (wv-de-963, Wasserversorgung Högersdorf) to hold the batch at 30. Checked all other open duplicate/collision IDs (wv-de-3925/8502, wv-de-1148/8515, wv-de-7562/10522, wv-de-7722/11041) — none in this batch.

Dispatch: both subagents launched run_in_background: false in one message, 15/15 split, mandatory no-Agent-tool instruction in both prompts. Shard A ran ~18 min (141 tool uses), shard B ~12 min (92 tool uses).

Shard A (15 rows, → enrichment.part-s.jsonl): 4/15 domains resolved: eschachwasserversorgung.de (wv-de-11012), vewbm.de (wv-de-11520, Bad Muskau — a JS-only Angular SPA unreadable by curl/WebFetch, resolved via Wayback Machine's 2016 server-rendered Impressum snapshot matching the known HRB), wbv-ried.de (wv-de-11513 — prior pass's dead wordpress.wbv-ried.de subdomain was the wrong lead), gleiritsch.de (wv-de-6004 — works over plain HTTP only, HTTPS genuinely SNI-fails, confirming the prior pass's finding was a real host bug not a dead domain). 11 stayed pending_domain with earned reasons. 11/15 analysis URLs found (misses: Nindorf, Schwaigen, Mühlenkoppel Ostenfeld — genuinely tiny, no web presence at all). New duplicate mint found by this run's own domain resolution: wv-de-11012 ("Zweckverband Eschachwasserversorgung") resolved to eschachwasserversorgung.de, same domain/address (Hauptstr. 2, 78667 Villingendorf) as pre-existing wv-de-10013 (same name, already resolved by an earlier shard). Not merged — corrective flagging note appended to wv-de-11012's own roster record. New host traps: vewbm.de Angular SPA; www.gleiritsch.de HTTPS SNI failure (same family as wasser.bnnetze.de); this container's grep is aliased to a ugrep wrapper that silently returns nothing on some ISO-8859-15-encoded HTML — use command grep to bypass.

Shard B (15 rows, → enrichment.part-t.jsonl): 2/15 domains resolved: rathjensdorf.de (wv-de-2706), gemeinde-warnau.de (wv-de-434). 13 stayed pending_domain, all actively re-checked (DNS/redirect probes, alternate-angle searches) and confirmed genuine negatives — mostly Amt Leezen micro-suppliers (Mözen, Kükels, Fredesdorf, Högersdorf) with no independent web presence. 2/15 analysis URLs found (Blunk, Warnau). Flagged a new naming collision: wv-de-2901 ("Wasserleitungsgenossenschaft Lütjenwestedt eG", GnR 54 RD) vs. Gemeinde Lütjenwestedt's own current page naming a different registered cooperative ("Wasserversorgungs-Genossenschaft eG", GnR 49 RD) as its supplier — GnR 49 RD isn't on the roster under any company_id; left unmerged, flagged in notes. New host trap: wbv-thumby.de is registered but parked (INWX placeholder, HTTP 200 with no real content) — looks live but isn't.

Merge/finish: Validated all 6 shard output files as well-formed JSONL (30 enrichment records, 30 roster patches, 53 link rows) and confirmed the company_id set exactly matches the dispatched batch (30/30, no drops/substitutions) before trusting them. Appended: 269 → 299 enrichment records (295 distinct company_id). Mandatory domain-collision check across full roster.jsonl (run before consolidate, per standing instruction): 21 total, up from 20 — the +1 is the eschachwasserversorgung.de mint above, already caught and flagged by shard A itself. map_roster.mjs: 10501 total link rows (was 10448), 268 needing review (263 unmatched — mostly newly-harvested Ortsteil/no-AGS names from this batch's member lists, not a regression; 3 expanded_qualifier; 2 ambiguous incl. the long-standing Breitenbrunn). consolidate_roster.mjs: 2330 shard rows (165 shard-level dupes, last-shard-wins) → 2165 distinct companies, unchanged as expected (enrichment mints no new companies). coverage.mjs: population 88.86% → 88.91% (+0.05pp, small as expected — mostly domain/contact enrichment on already-counted companies, plus a few newly-recorded supply-area members). Municipalities claimed 8847 → 8854 (+7). Residual: 2096 → 2089 municipalities, 9.308M → 9.271M people. pending_domain in the pending tier: 46 → 16 (-30, all batch rows left the pending tier by being enriched; 6 of 30 got a resolved domain, one of those — wv-de-11012 — a duplicate mint not a real gain). Skipped export_csv.mjs again per the 00:30 run's finding — it's vestigial, reads a stale pilot dataset untouched by the current roster.jsonl/enrichment.jsonl pipeline.

For next run: 16 pending_domain rows remain in the pending tier (1879 other pending on top). 295/2165 companies enriched (~13.6%). Open duplicate-mint/collision list now has five entries worth a human decision: wv-de-1415/7505 (Wiesenbachgruppe — sixth appearance in the journal now), wv-de-3925/8502 (Schwabachgruppe), wv-de-1148/8515 (Bad Königshofen Gruppe Mitte), wv-de-7562/10522 (Binatalgruppe), and wv-de-10013/11012 (Eschachwasserversorgung, new this run). Plus lower-priority flags: wv-de-7718 (Alter Stolberg), wv-de-2653/2652 (Rastberg/ Hesselberg merger), wv-de-1743/7036 (Iller-Rißtal), wv-de-10025 (Eltersdorfer Gruppe source inconsistency), Breitenbrunn's name ambiguity, the eneREGIO/Muggensturm-Ötigheim HR-number mismatch, wv-de-7722/11041 (Schlicht-Gruppe/Taufkirchener Gruppe), and now wv-de-2901 vs. GnR 49 RD (Lütjenwestedt naming collision, new this run, other side not yet on roster at all). The overdue human consolidation pass (scripted domain-collision + near-identical-name sweep across the full 2165-row roster) remains the single biggest lever — this is now the fourth run in a row where the automated per-batch check caught a mint neither shard's own dedup grep caught.
