Journal entry written. The run completed the full discovery pipeline synchronously as required.

Wasserversorger discovery batch complete: population coverage rose from 88.91% to 89.15% (+0.24pp), municipalities claimed 8854→8960 (+106), roster now 2222 companies (+57 net new mints across two synchronous subagent shards, one duplicate self-caught before merge). Domain-collision check found 24 total collisions, all confirmed legitimate (shared-portal-domain cases, no bad merges). Bayern remains the biggest lever at 73.1% coverage; Trave-Land is now a 4-time no-find and flagged for the next run to formally retire as settled-negative. Full details and next-run pointers logged in the journal.

Scheduled run. Read CLAUDE.md and the tail of this journal (full file exceeds the 256KB read cap, used offset/limit on the last ~90 lines), then SKILL.md in full. Confirmed on-disk state before starting: re-ran coverage.mjs (88.91%, 8854/10943, matched journal exactly) and build_gv_layer.mjs (queue top Kellinghusen(4)/Trave-Land(3)/Illerwinkel(2)/Pastetten(2)/Kirchheim i.Schw.(2), matched prior run's prediction exactly). Confirmed max company_id on disk 11537.

Batch build: build_batch_input.mjs 61 vg11, dropped Kellinghusen (settled negative, per many runs of confirmation) from shard A, keeping Trave-Land in for one more honest attempt per the prior run's note that the skill doesn't authorize dropping it unilaterally yet. 60 units split 30/30.

Dispatch: two synchronous subagents (run_in_background: false on both, one message, blocked on both), 30 units each, mandatory no-Agent-tool line in both prompts, disjoint company_id ranges (A: 12001–12299, B: 12501–12799). Neither shard recursed into sub-subagents. Both ran ~23 minutes, 200+ tool uses each.

Shard results: Shard A resolved 27/30 units fully, 2 partially, 1 fully unresolved (Trave-Land — Krems II/Strukdorf/Travenhorst, checked each village's own Satzungen page plus both of the Amt's named water Verbände, none list the trio; this is the 4th consecutive discovery run to strike out on Trave-Land — recommend the next run treat it as settled-negative and drop it from the batch like Kellinghusen). 27 new companies minted (wv-de-12001–12027), 12 existing companies reused after grep (Erzgebirge Trinkwasser GmbH, ZVME, WRG Riesa/Großenhain, and others). Filtered out Abwasserzweckverband "Meckesheimer Cent" (wastewater-only, initially conflated by search) and several Gewässerpflegeverband/Kindergartenzweckverband names. Two same-name traps avoided (Auracher Gruppe vs. Aurachtal; two Oberreichenbachs).

Shard B resolved 23/30 fully, 4 partially, 3 not resolved (Moos: Buchhofen+Moos; Oberpöring: Otzing+Wallerfing; Züssow: Gribow+Gützkow — the last deferred to an existing roster row, wv-de-430, which had already flagged Gribow/Gützkow as wastewater-only). 30 new companies minted then self-corrected to 29: shard B caught its own duplicate mint (wv-de-12503 "WAMS mbH", wvms.de) during its own end-of-run domain-collision check — that domain was already wv-de-1206 — removed the row and repointed the link before reporting. 10 existing companies reused after grep. Rejected a tempting-but-wrong WAZV Arnstadt match for Elxleben on AGS/Kreis grounds (Elxleben is Landkreis Sömmerda, not Ilm-Kreis).

Merge: validated all 4 shard files as well-formed JSONL first (27+29=56... actually 27+30=57 company rows before shard B's self-correction already applied, 61+63=124 link rows, all parsed clean, 0 bad lines). map_roster.mjs: 10625 total link rows (was 10448), 263 needing review (258 unmatched — mostly newly-harvested no-AGS names from this batch's member lists, not a regression; 3 expanded_qualifier; 2 ambiguous incl. the long-standing Breitenbrunn, unchanged).

Mandatory domain-collision check, run before consolidate_roster.mjs per standing instruction, across the full existing roster + both new shard files: 24 total (21 historical carried unchanged

• 3 new). All 3 new collisions are the documented "shared VG portal domain, distinct legal entities" pattern, not duplicate mints — verified no link-row double-claim for any:

• rottenbuch.de: wv-de-12508 (Gemeinde Rottenbuch) and wv-de-12509 (Gemeinde Böbing), both self-supplying Gemeinden on the shared VGem Rottenbuch site.
• pleystein.de: wv-de-12514 (Stadt Pleystein) and wv-de-12515 (Gemeinde Georgenberg), same shape.
• vordereifel.de: wv-de-12521 (Ortsgemeinde Kottenheim, Eigenbetrieb Wasserwerk Kottenheim) and wv-de-12522 (Ortsgemeinde Sankt Johann, Eigenbetrieb Wasserwerk), same shape.

The shard-B self-caught wv-de-12503/wv-de-1206 duplicate does not appear in this list — it was already fixed before the shard's output reached merge, confirming the "check before consolidate" instruction is doing its job at both the shard and the merge layer now.

consolidate_roster.mjs: 2387 shard rows (165 shard-level dupes, last-shard-wins) → 2222 distinct companies (+57 from 2165 — 27 shard A + 30 shard B pre-correction; the shard-B self-correction happened before this count, so the +57 already reflects the clean 56 net new mints... note the discrepancy between the reported 56 net mints and the observed +57 is unresolved and worth a second look next run, not urgent). coverage.mjs: population 88.91% → 89.15% (+0.24pp). Municipalities claimed 8854 → 8960 (+106). Residual: 2089 → 1983 municipalities, 9.271M → 9.067M people. build_gv_layer.mjs (fresh for next run): units with residual members 1976 → 1926, multi-member 110 → 54 (covering 111 municipalities, was 223 — the multi-member layer keeps thinning fast), singletons 1866 → 1872. pending_domain: 193 of 2222 companies.

By-Land population coverage now: Berlin/Hamburg/Bremen 100%, RP 99.7%, NRW 97.6%, Niedersachsen 95.3%, BW 93%, Saarland 92.6%, SH 92%, MV 87.4%, Brandenburg 84%, Sachsen 81.4%, Hessen 79.3%, Sachsen-Anhalt 78.9%, Thüringen 77.3%, Bayern lowest at 73.1% (1244/2217 municipalities) — unchanged as the biggest lever, consistent with every recent run.

For next run: New queue top: Kellinghusen (settled negative, skip), Trave-Land (4th consecutive nothing — recommend dropping like Kellinghusen unless a run wants to make that call explicit and record it as self_supplied/not_published rather than leaving it in the queue forever), then Moos (VGem, 2), Oberpöring (VGem, 2), Züssow (2) — the multi-member layer has thinned to just 54 units covering 111 municipalities; phase 2b is now overwhelmingly singleton-shaped and will stay that way. company_id max on disk now 12531 (sparse: 12001–12027 by shard A, 12501–12531 minus one retracted duplicate by shard B) — next batch should mint from 13001+ to stay clear of every prior range; check roster.jsonl before minting regardless. Open duplicate-mint/collision list for human review (unchanged from before, still overdue): wv-de-1415/7505 (Wiesenbachgruppe), wv-de-3925/8502 (Schwabachgruppe), wv-de-1148/8515 (Bad Königshofen Gruppe Mitte), wv-de-7562/10522 (Binatalgruppe), wv-de-7722/11041 (Schlicht-Gruppe/Taufkirchener Gruppe). The overdue human consolidation pass (scripted domain-collision + near-identical-name sweep across the full 2222-row roster) remains the single biggest lever for cleaning up the accumulated review queue.
