The standout finding: 5 major national/regional utilities (Berliner Wasserbetriebe, Hamburger Wasserwerke, Stadtwerke München, RheinEnergie, GELSENWASSER — combined 9.4M served) had sat unenriched since the 08-12 pilot despite resolved domains; enriching them yielded Hamburg's 27-municipality and GELSENWASSER's 32-municipality supply-area lists, pushing population coverage from 89.15% to 89.27% (+16 municipalities) — a larger jump than typical for an enrich-only pass. 325/2222 companies now enriched (~14.6%); only 1 pending_domain row remains in the queue (24 got researched this pass, all but one — Wittmoldt — confirmed as genuine "no independent site" negatives). _tasks/netzbetreiber-contact/german-water/ still absent from this checkout — inlined the full
method (field lists, worked example, record shape) into both subagent prompts again. Confirmed
on-disk state before starting: 2222 companies (post 08:00 vg11 discover run), 295 enriched,
89.15% population coverage — matched journal exactly.
Batch build: build_enrich_batch.mjs 30 2026-08-29-1030 → 25 pending_domain rows in the
pending tier of 1952, batch 25 pending_domain + 5 by-population. Caught the carried duplicate
again before dispatch: wv-de-7505 (Wiesenbachgruppe) surfaced in shard A — same known duplicate
of already-enriched wv-de-1415 (7th appearance in the journal now, still unmerged/append-only).
Excluded it; since every other pending_domain row was already in the batch, substituted from the
population-ordered "rest" tier instead — wv-de-3005 (RWW Rheinisch-Westfälische
Wasserwerksgesellschaft mbH, pop 859,568), a legitimately unenriched large utility that had simply
never come up before despite its size. Checked all other open duplicate/collision IDs
(wv-de-3925/8502, wv-de-1148/8515, wv-de-7562/10522, wv-de-7722/11041, wv-de-10013/11012)
— none in this batch.
Discovery mid-run: while building the batch, noticed 5 well-known national/regional utilities
(Berliner Wasserbetriebe, Hamburger Wasserwerke, Stadtwerke München, RheinEnergie, GELSENWASSER —
combined pop_served 9.37M) were still fully unenriched despite domain_status: resolved since
2026-08-12/13 — they were seeded during the original pilot with roster fields filled but never ran
through a full enrichment pass. Deliberately routed all 5 into shard B alongside 10 small
Schleswig-Holstein/Bayern Gemeinde rows, since GELSENWASSER's own roster note from 08-13 explicitly
flagged its Versorgungsgebiet list as "the one-fetch-many-municipalities case" and unharvested.
Dispatch: both subagents run_in_background: false in one message, 15/15 split, mandatory
no-Agent-tool instruction, full skill method inlined (field lists, hard rules, host-trap notes,
worked analysis example) since _tasks/ isn't in this checkout. Shard A ran ~23 min (144 tool
uses), shard B ~27 min (146 tool uses, expected given the 5 large sites).
Shard A (15 rows, → enrichment.part-u.jsonl): 0/15 new domains resolved — all 13
pending_domain rows confirmed genuine negatives (dead/redirecting candidate domains or exhaustive
search finding only shared Amt/VG portal pages), not unchecked gaps. 4/15 analysis URLs
found (RWW multi-zone PDF index ~9 zones, Schwend-Poppberg-Gruppe, Weißberggruppe, Walberngrüner
Gruppe tier-1 inline). Tooling gap: this container has no pdftotext/pdftoppm/python3 —
several scanned/embedded-font PDFs (RWW, Schwend-Poppberg, Weißberggruppe) were located with high
confidence but couldn't be read for exact lab values even with the campaign's own pdfextract.mjs;
recorded honestly rather than guessed. Notable finds: RWW's Impressum HRB corrected (14235 is
printed, contra the prior note) plus a brand-new 2026-01-01 Rhein-Erft-Kreis retail takeover
(Bedburg/Bergheim/Elsdorf/Kerpen) not previously on file; Schwend-Poppberg-Gruppe gained a 4th
member (Pommelsbrunn); Walberngrüner Gruppe gained a 2nd member (Stadt Helmbrechts, via
BayernPortal). New flag for the non-supplier filter: wv-de-12519 (Wasserverband
"Ette-Kessach") also runs a Starkregen/Hochwasser-risk concept for a different 5-municipality
list (swaps in Mulfingen for Widdern) — read as a genuine dual-mandate Wasserverband since its
drinking-water role has independent corroboration (Jagsthausen's own site), not a misclassification,
but flagged for a second look given the closeness to the documented flood-Verband trap.
Shard B (15 rows, → enrichment.part-v.jsonl): 1/10 pending_domain resolved —
wv-de-2702 Gemeinde Wittmoldt → wittmoldt.de (independent site, Impressum-verified, distinct
from sibling Gemeinden's shared amt-gps.de portal). 14/15 analysis URLs found (miss: Klein
Wittensee, whose WBV's domain now fails DNS entirely and no current operator could be identified —
a real gap). Big-utility Versorgungsgebiet harvest, the highest-value output this run:
Hamburger Wasserwerke corrected self_only→list_found with a verbatim 27-municipality Metropolregion
list (+26 net new links) plus a clean per-Wasserwerk analysis-URL pattern (7/~17 zones found with
real inline 2026 lab values); GELSENWASSER corrected self_only→list_found with a verbatim
32-municipality direct-supply list from its own page (the item flagged since 08-13 as unharvested);
RheinEnergie corrected self_only→list_found (Köln/Pulheim/Frechen, 4 zone PDFs) and recovered
its Handelsregister number (HRB 37306, previously stuck in an unextractable JS payload); Stadtwerke
München corrected self_only→partial (own PDF confirms Umland supply but names no municipalities
anywhere checked — flagged for a follow-up targeting wasserportal.info or a
Landratsamt/Bezirksregierung Wasserrecht registry). Unconfirmed lead: a stale search snippet
suggests GELSENWASSER's list may have grown to include Selm — not independently verified this pass.
New host trap: neudrossenfeld.de (wv-de-8524) timed out on 3 separate attempts — treat as
unresolved/needs-recheck, not absent.
Merge/finish: Validated both shard output files (enrichment + roster patches + links) as
well-formed JSONL and confirmed the company_id set exactly matched the dispatched 30/30 batch
before trusting them (30 enrichment records, 13 roster patches, 126 link rows). Appended: 299 →
329 enrichment records (325 distinct company_id). Mandatory domain-collision check across
full roster.jsonl, run before consolidate: 24 total, unchanged from the 08:00 discover run —
wittmoldt.de is a brand-new, non-colliding domain; the RWW domain was already resolved and
unchanged. map_roster.mjs: 10751 total link rows (was 10625), 294 needing review (mostly
newly-harvested no-AGS names from this batch's big-utility member lists, not a regression; still
just 1 ambiguous — Breitenbrunn, unchanged). consolidate_roster.mjs: 2400 shard rows (178
shard-level dupes) → 2222 distinct companies, unchanged as expected (enrichment mints no new
companies). coverage.mjs: population 89.15% → 89.27% (+0.12pp — noticeably larger than a
typical enrich-only pass, driven entirely by the Hamburg/GELSENWASSER/RheinEnergie
Versorgungsgebiet corrections, not new companies). Municipalities claimed 8960 → 8976 (+16).
Residual: 1983 → 1967 municipalities, 9.067M → 8.968M people. pending_domain in the pending tier:
25 → 1 (all 24 pending_domain rows in this batch left the tier by being enriched; only 1 of those
24 actually got a resolved domain — Wittmoldt — the rest are earned negatives). Skipped
export_csv.mjs again — still vestigial, untouched by the current roster.jsonl/enrichment.jsonl
pipeline.
For next run: only 1 pending_domain row left in the pending tier (1921 other pending on top)
— the pending_domain priority tier is nearly drained for now (discovery keeps refilling it, so
expect it to grow again after future discover runs). 325/2222 companies enriched (~14.6%). Worth
noting: this run found that large, long-known suppliers (RWW, and previously Berlin/Hamburg/
Munich/RheinEnergie/GELSENWASSER before this pass) can sit unenriched for weeks despite
build_enrich_batch.mjs's population-priority ordering simply because nothing had triggered a
batch large enough to reach them — worth a periodic explicit check for domain_status: resolved

_pop_served+ no enrichment record, independent of the normal batch order, since these are the single highest-leverage rows in the whole roster. Open duplicate-mint/collision list unchanged (five entries, see above) plus the newwv-de-12519(Ette-Kessach) dual-mandate flag andwv-de-8524(neudrossenfeld.de timeout, needs recheck) noted above. The overdue human consolidation pass remains the single biggest lever for cleaning up the accumulated review queue.
