Outcome: Ran phase 2b batch vg12 (59 units via 2 synchronous subagents), pushing population coverage from 89.27% → 89.65% (+0.38pp) and municipalities claimed from 8976 → 9069. Roster grew from 2222 to 2284 companies with 0 new duplicate mints reaching consolidation (both shards self-caught and fixed their own duplicates before writing); the multi-member Gemeindeverband layer is nearly exhausted (54 → 11 units), so phase 2b is now almost entirely singleton-shaped work. Bayern remains the weakest Land at 73.8% coverage; Trave-Land hit its 4th consecutive strikeout and is flagged for the next run to formally settle as unresolved rather than keep re-attempting.

Confirmed on-disk state before starting: re-ran coverage.mjs (89.27%, 8976/10943, matched the 08-29 10:30 enrich run's report exactly) and build_gv_layer.mjs (queue top Kellinghusen(4)/Trave-Land(3)/ Moos(2)/Oberpöring(2)/Züssow(2), matched the 08-29 08:00 run's prediction exactly). Confirmed max company_id on disk 12531.

Batch build: build_batch_input.mjs 62 vg12 then hand-filtered before dispatch, per two judgment calls not automated by the queue script: (1) dropped Kellinghusen and Trave-Land from this run's active batch — both are documented settled-negatives (Kellinghusen confirmed negative across many runs; Trave-Land just hit its 4th consecutive strikeout in the 08-29 08:00 run, which explicitly recommended dropping it). They stay in the queue forever regardless, since an explicit company_id: null unresolved row never counts as "claimed" — the queue script has no way to distinguish "never tried" from "tried repeatedly, genuinely absent," so this has to be a per-run human-in-the-loop call, not a script fix. (2) Dropped Küstengewässer einschl. Anteil am Festlandsockel (Mecklenburg-Vorpommern, vkey 130009999) — inspected its residual_members and found both are non-settlements (gemeindefreies Gebiet M-V and the coastal-waters/continental-shelf entry itself), pop_res: 0. Not a real water-supply research target; excluded rather than wasting a subagent slot on it. Net: 59 units dispatched (29/30 split), not the usual 60.

Dispatch: two synchronous subagents (run_in_background: false on both, one message, blocked on both), disjoint company_id ranges (A: 13001–13299, B: 13501–13799), mandatory no-Agent-tool line in both prompts since _tasks/netzbetreiber-contact/german-water/ is still absent from this checkout (inlined the full method — Satzung-first, non-supplier filter, host traps, dedup-by-domain, output schemas — into both prompts). Neither shard recursed into sub-subagents. Shard A ran ~37 min (341 tool uses), shard B ~53 min (456 tool uses — hit WebSearch's per-session call budget near the end and finished its last ~8 units on WebFetch/curl alone).

Shard results: Shard A resolved all 29/29 units fully (58/58 residual municipalities, 0 unresolved) — a clean sweep. 38 new companies minted (wv-de-13001–13039, one self-caught duplicate mid-run: wv-de-13022 "Gemeinde Heustreu" collided with pre-existing wv-de-5531 on heustreu.de, fixed before writing), 13 existing companies reused after grep. Two same-name traps avoided (Bodensee "Moos" vs the correct Niederbayern Moos; an unrelated Landshut "Bruckberg" vs the correct Ansbach one). New host trap: wasser-freiberg.de 403s to both curl and WebFetch (like l.de) — worked around via Wayback Machine snapshot. Notable source: Schleswig-Holstein's ZuFiSH tool resolved a 3-way split (Ellerhoop: Wassergenossenschaft Ellerhoop eG / WVZV Rantzau / Stadtwerke Südholstein by Ortsteil).

Shard B resolved 27/30 fully-or-partially, 3 fully unresolved (Nordstormarn's Heilshoop+Mönkhagen, Nesseaue's Bienstädt+Zimmernsupra, GVV Altshausen's Guggenhausen+Unterwaldhausen — each only after exhausting Satzung/Amt/Verband/WebSearch routes). 25 new companies minted (wv-de-13501–13525), one self-caught duplicate (wv-de-13517 "Wasserverband Treene" collided with pre-existing wv-de-227 on wv-treene.de, fixed before writing), 8 existing reused. Built a custom Node zlib/PDF-stream text extractor (no pdftotext/OCR in this container) to read WAMS mbH's Verbandssatzung PDF, resolving 6 bonus municipalities plus two Teilbereich carve-outs. Caught a Wasser- und Bodenverband trap (wbv-mittlere-uecker-randow.de — land drainage, not water supply) and two same-name-different-place traps (Hundsrücken vs an unrelated Wakendorf I entity; Sachsen's "Wasserzweckverband Freiberg" vs Baden-Württemberg's Freiberg am Neckar). Self-caught and fixed one AGS mix-up (Borgwedel briefly given Bünsdorf's AGS) via its own cross-check script before finalizing.

Merge: validated all 4 shard files as well-formed JSONL first (38+61, 24+80 rows, 0 bad lines). map_roster.mjs: 10892 total link rows (was 10751), 303 needing review (mostly newly- harvested no-AGS names from this batch, not a regression; still just 1 ambiguous — Breitenbrunn, unchanged).

Mandatory domain-collision check, run before consolidate_roster.mjs, across the full existing roster + both new shard files: 25 total (24 historical carried unchanged + 1 new). The 1 new collision — auenland-suedholstein.de (wv-de-13033 Gemeinde Hasenmoor, wv-de-13034 Gemeinde Schmalfeld) — is the same benign "shared Amt portal, distinct self-supplying Gemeinden" shape as 10+ pre-existing entries already in the roster (vg-wackersdorf.de, weitnau.de, rottenbuch.de, pleystein.de, vordereifel.de, oberbergkirchen.de, vg-rohrbach.de, vg-schoensee.de, amt-nordstormarn.de, amt-leezen.de), not a duplicate mint — verified no link-row double-claim. Both shards' self-caught duplicates (heustreu.de, wv-treene.de) do not appear in this list since they were fixed before their shard's output reached merge.

consolidate_roster.mjs: 2462 shard rows (178 shard-level dupes, last-shard-wins) → 2284 distinct companies (+62 from 2222). coverage.mjs: population 89.27% → 89.65% (+0.38pp). Municipalities claimed 8976 → 9069 (+93). Residual: 1967 → 1874 municipalities, 8.968M → 8.652M people. build_gv_layer.mjs (fresh for next run): units with residual members 1910 → 1860, multi-member 54 → 11 (covering just 25 municipalities, was 111) — the multi-member layer is now nearly exhausted; phase 2b will be almost entirely singleton work from here. By-Land: Bayern still lowest at 73.8% (1298/2217), RP 99.7%, NRW 97.7%.

For next run: New queue top: Kellinghusen (settled negative, skip), Trave-Land (now 4 consecutive strikeouts — this run did not attempt it again; recommend the next run either drop it permanently with an explicit self_supplied/not_published record for its 3 remaining members, or make that call explicit rather than leaving it in the queue forever), then Bokhorst-Wankendorf (2, one member — Wittenberg — was this run's other unresolved member), Nordstormarn (2, both unresolved this run), Gramme-Vippach (2). company_id max on disk now 13525 (sparse: 13001–13039 by shard A, 13501–13525 by shard B) — next batch should mint from 14001+. Open duplicate-mint/collision list for human review (unchanged from before, still overdue): wv-de-1415/7505 (Wiesenbachgruppe), wv-de-3925/8502 (Schwabachgruppe), wv-de-1148/8515 (Bad Königshofen Gruppe Mitte), wv-de-7562/10522 (Binatalgruppe), wv-de-7722/11041 (Schlicht-Gruppe/Taufkirchener Gruppe), wv-de-10013/11012 (Eschachwasserversorgung). The overdue human consolidation pass (scripted domain-collision + near-identical-name sweep across the full 2284-row roster) remains the single biggest lever for cleaning up the accumulated review queue.
