Scheduled run. Read CLAUDE.md and the tail of this journal, then SKILL.md in full. _tasks/netzbetreiber-contact/german-water/ still absent from this checkout — inlined the full method (field lists, hard rules, host-trap notes, worked analysis example from wv-de-122 GELSENWASSER) into both subagent prompts again. Confirmed on-disk state before starting: 2284 companies (post 13:00 vg12 discover run), 325 enriched, 89.65% population coverage — matched journal exactly.

Batch build: build_enrich_batch.mjs 30 2026-08-29-1530 → 13 pending_domain rows in the pending tier of 1984, batch 13 pending_domain + 17 by-population. Caught the carried duplicate again before dispatch: wv-de-7505 (Wiesenbachgruppe) surfaced in shard A — same known duplicate of already-enriched wv-de-1415 (8th appearance in the journal now, still unmerged/append-only). Confirmed wv-de-1415 enriched, wv-de-7505 not. Rebuilt with N=31 to get one extra candidate, substituted wv-de-118 (Stadtwerke Karlsruhe GmbH, pop 312,251) into shard B. Checked all other open duplicate/collision IDs (wv-de-3925/8502, wv-de-1148/8515, wv-de-7562/10522, wv-de-7722/11041, wv-de-10013/11012) — none in this batch.

Composition: shard A was 12 pending_domain village-scale rows + 3 (105/120/117 = Mainova, Kommunale Wasserwerke Leipzig, Stadtwerke Düsseldorf). Shard B turned out to be almost entirely large, long-known utilities with domain_status: resolved but no enrichment record — same pattern the 10:30 run flagged (RWW/Berlin/Hamburg/Munich/RheinEnergie/GELSENWASSER): DEW21, wesernetz Bremen, enercity, Stadtwerke Essen, N-ERGIE, Stadtwerke Duisburg, Wasserverband Strausberg-Erkner, Stadtwerke Bochum, WSW Wuppertal, NEW AG, Stadtwerke Augsburg, Stadtwerke Bielefeld, Stadtwerke Bonn, MVV Energie, Stadtwerke Karlsruhe. Routed the shard-B prompt to prioritize Versorgungsgebiet harvest over re-confirming already-known contact fields, per the 10:30 run's finding that this is the highest-leverage output for this class of row.

Shard A (15 rows, → enrichment.part-w.jsonl): 0/12 pending_domain resolved to a genuinely own domain — all 12 confirmed as village-scale Zweckverband/Genossenschaft/Verein/Eigenbetrieb with no dedicated site, two near-misses correctly rejected (otzing.de redirects to the shared VG Oberpöring site; Mucheln's Amt subdomain's Impressum names the Amt, not the Gemeinde — exactly the "don't attach a member's shared domain" trap). 3/15 analysis URLs found (the three big utilities, all tier 1 with real quoted lab values). 89/180 contact fields recovered. New host trap: l.de (Kommunale Wasserwerke Leipzig) now serves a site-wide Cloudflare "Just a moment…" challenge to both curl and WebFetch on every path (confirmed via response body) — supersedes the prior note that a browser UA alone worked; recovered via Wayback Machine snapshots instead, not bypassed. Also: pdfextract.mjs fails on CID/ToUnicode-encoded PDFs (hit on Mainova's and SWD's newest analysis PDFs) — recorded as unreadable rather than guessed.

Shard B (15 rows, → enrichment.part-x.jsonl): Wasserverband Strausberg-Erkner (wv-de-1207) was the biggest single win — went from 1 third-party-sourced municipality to the full verbatim 16-member list (3 Städte + 13 Gemeinden) from the operator's own /wasserverband/struktur page. Other harvests: NEW AG 7 municipalities with Ortsteil-level exclusions; MVV Energie 9 places with the operator's own retail/wholesale split stated explicitly (rare — usually inferred); enercity 7; Stadtwerke Augsburg 5; wesernetz Bremen 5 (and caught a search-engine false positive claiming Stuhr/Weyhe/Thedinghausen — the operator's own Störungen footer shows only gas/heat there, no water); DEW21 3. Several single-city utilities (Duisburg, Bochum, Bielefeld, Bonn, Karlsruhe, WSW Wuppertal) confirmed city-only with a real source instead of an inferred self_only. Stadtwerke Essen's shared Verbundwasserwerk names 6 more cities but doesn't say whether SWE or GELSENWASSER bills them — recorded as low-confidence wholesale link rows, not merged into Essen's retail list. Shard mechanics note: shard B briefly wrote one stray line into shard A's part-w file at the same instant shard A was writing to it (both subagents run concurrently); it caught this itself mid-run, removed the stray line, and switched cleanly to its own part-x files — confirmed clean by this run's own post-hoc validation (0 bad lines, exact 15/15 id match on both files). Worth a note for future prompts: tell each shard its own file letter explicitly up front (done this run: w vs x) to avoid the two agents guessing the same default filename.

Merge/finish: Validated all 6 shard output files as well-formed JSONL and confirmed each shard's company_id set exactly matched its dispatched 15/15 batch (no drops/substitutions) before trusting them — this caught the shard-B stray-line issue was already self-corrected, nothing left to fix. Appended: 329 → 359 enrichment records (355 distinct company_id). Mandatory domain-collision check across full roster.jsonl (run before consolidate): 25 total, unchanged from the 13:00 discover run — this batch changed no domains (0/12 pending_domain resolved; shard B's rows already had resolved domains and none changed), so no new collisions possible; confirmed by direct check. map_roster.mjs: 10892 total link rows (was 10892 pre-merge... note: consolidate ran first so this reflects the merged total), 20 unmatched sample shown (mostly newly-harvested no-AGS names from this batch's member lists) plus the long-standing Breitenbrunn ambiguity, unchanged. consolidate_roster.mjs: 2492 shard rows (208 shard-level dupes) → 2284 distinct companies, unchanged as expected (enrichment mints no new companies). coverage.mjs: population 89.65% → 89.70% (+0.05pp — small as expected, driven by the WSE/NEW/MVV/enercity supply-area corrections rather than new companies). For next run: only 1 pending_domain row left in the pending tier (1953 other pending on top) — expect it to refill after the next discover run. 355/2284 companies enriched (~15.5%). By-Land lowest: Bayern 73.9%, Thüringen 77.4%, Sachsen-Anhalt 79% — Bayern still the biggest lever, unchanged for many runs running.
