On-disk state before starting matched the 16:35 run's reported final numbers exactly (2364 companies, 91.49%, 9222/10943, coverage.json/roster.jsonl mtimes ~18:55 — that run's finish steps just took longer wall-clock than its journal entry's own timestamp suggested; nothing was left unmerged, this was a fresh start). build_gv_layer.mjs: still only 11 multi-member units / 25 municipalities left — phase 2b top tier remains pure singleton work.

Batch selection: build_batch60.mjs (not a shell-sort of the CSV — see the 16:07 entry's comma-in-quoted-field trap) gave the next top-60 by residual_population: Tutzing (9,926) down to Schlitz (~9,860s). All 60 had exactly 1 residual member — confirms the top tier is now below 10k residents/unit and thinning as expected.

Dispatch: two synchronous subagents (run_in_background: false, one message, blocked on both), fresh slice names s16a/s16b (not reusing a/b, which are occupied by an earlier run's shards), company_id ranges A: 16001–16299, B: 16501–16799 (previous max on disk was 15524). Nuthetal recorded as a genuine n-n overlap (two Zweckverbände serving different Ortsteile), per the documented convention. Mandatory domain-collision check, run before consolidate_roster.mjs, across the full existing roster + both new shard files — again caught what the shards' own self-checks missed, fourth run in a row this has happened: 7 of this run's "new" mints were genuine duplicates of pre-existing companies: wv-de-16007 (LokalWerke GmbH, dupe of wv-de-3206), wv-de-16023 (Kyffhäuser Abwasser- und Trinkwasserverband, dupe of wv-de-1401), wv-de-16024 (ZVO Energie GmbH, dupe of wv-de-357 — note wv-de-4207 "Zweckverband Ostholstein (ZVO)" shares the same domain too but is a genuinely different pre-existing entity, unaffected), wv-de-16025 (WARL, dupe of wv-de-3309 — the same company shard B's own dedup correctly reused for Großbeeren in this same run, so shard A minted a duplicate of a company its sibling shard had just confirmed exists, same pattern as the 16:35 run's MAWV case), wv-de-16028 (Stadtwerke Pasewalk GmbH, dupe of wv-de-13516), wv-de-16032 (Wasser- und Abwasserzweckverband Demmin/Altentreptow, dupe of wv-de-239), wv-de-16509 (Stadtwerke Wernigerode GmbH, dupe of wv-de-3269).
