Run complete. Summary of the outcome:

Ran a phase-2b singleton batch of 60 German municipalities (Tutzing down to Schlitz, all below 10k residents), dispatched as two synchronous subagent shards. Population coverage rose 91.49% → 92.18% (+0.69pp), municipalities claimed 9222 → 9282 (+60), roster grew to 2409 companies (+45). The mandatory post-merge domain-collision check caught 7 duplicate mints the shards' own dedup passes missed (LokalWerke, KAT, ZVO Energie, WARL, Stadtwerke Pasewalk, Demmin/Altentreptow Zweckverband, Stadtwerke Wernigerode) — all fixed by hand before consolidation, leaving 0 new collisions beyond the 25 known pre-existing/benign ones. Bayern remains the largest residual lever (78.3% coverage); journal updated with next-batch guidance and new host traps.

On-disk state before starting matched the 16:35 run's reported final numbers exactly (2364 companies, 91.49%, 9222/10943, coverage.json/roster.jsonl mtimes ~18:55 — that run's finish steps just took longer wall-clock than its journal entry's own timestamp suggested; nothing was left unmerged, this was a fresh start). build_gv_layer.mjs: still only 11 multi-member units / 25 municipalities left — phase 2b top tier remains pure singleton work.

Batch selection: build_batch60.mjs (not a shell-sort of the CSV — see the 16:07 entry's comma-in-quoted-field trap) gave the next top-60 by residual_population: Tutzing (9,926) down to Schlitz (~9,860s). All 60 had exactly 1 residual member — confirms the top tier is now below 10k residents/unit and thinning as expected.

Dispatch: two synchronous subagents (run_in_background: false, one message, blocked on both), fresh slice names s16a/s16b (not reusing a/b, which are occupied by an earlier run's shards), company_id ranges A: 16001–16299, B: 16501–16799 (previous max on disk was 15524). Mandatory no-Agent-tool line inlined in both prompts (_tasks/netzbetreiber-contact/german-water/ still absent from this checkout). Neither shard recursed. Shard A ran ~16 min (149 tool uses), shard B ran ~12 min (136 tool uses).

Shard results: Shard A resolved all 30, minted 32 companies initially (wv-de-16001–16033, skipping 16008), 1 self-caught dedup (Altenholz → Stadtwerke Kiel, wv-de-125). Several genuine multi-entity splits within one municipality (Emmerthal: 3 suppliers by Ortsteil; Kümmersbruck: main

• Köfering carve-out; Roßtal: main + 8-district carve-out). Correctly recorded self_only for Tutzing, Walzbachtal, Waltenhofen, Nersingen, Hünfelden, Ainring, Kösching, Höchst i. Odw., Birkenau — genuine self-supply, not guessed. New host traps: pluederhausen.de water subpage 403s to WebFetch (curl worked), emmerthal.de serves a JS-redirect interstitial defeating plain fetch, kuemmersbruck.de runs a JS-heavy CMS defeating plain-text scraping, kat-artern.de 404s every guessed Impressum path. Shard B resolved all 30, minted 20 companies initially (wv-de-16501–16520), 9 self-caught dedups (Wettin-Löbejün, Mainhausen, Bockenem, Wilkau-Haßlau, Osterburg, Großbeeren, Worpswede, Petersberg, plus Nuthetal's two-Zweckverband split both reused). Nuthetal recorded as a genuine n-n overlap (two Zweckverbände serving different Ortsteile), per the documented convention. New host trap: wzvgs.de (Wasserleitungszweckverband Gau-Süd) DNS failure despite being the association's own listed contact domain — sourced from the carrier municipality's site instead.

Mandatory domain-collision check, run before consolidate_roster.mjs, across the full existing roster + both new shard files — again caught what the shards' own self-checks missed, fourth run in a row this has happened: 7 of this run's "new" mints were genuine duplicates of pre-existing companies: wv-de-16007 (LokalWerke GmbH, dupe of wv-de-3206), wv-de-16023 (Kyffhäuser Abwasser- und Trinkwasserverband, dupe of wv-de-1401), wv-de-16024 (ZVO Energie GmbH, dupe of wv-de-357 — note wv-de-4207 "Zweckverband Ostholstein (ZVO)" shares the same domain too but is a genuinely different pre-existing entity, unaffected), wv-de-16025 (WARL, dupe of wv-de-3309 — the same company shard B's own dedup correctly reused for Großbeeren in this same run, so shard A minted a duplicate of a company its sibling shard had just confirmed exists, same pattern as the 16:35 run's MAWV case), wv-de-16028 (Stadtwerke Pasewalk GmbH, dupe of wv-de-13516), wv-de-16032 (Wasser- und Abwasserzweckverband Demmin/Altentreptow, dupe of wv-de-239), wv-de-16509 (Stadtwerke Wernigerode GmbH, dupe of wv-de-3269). All 7 verified same-domain/same-legal-entity before fixing (6 in shard A, 1 in shard B). Fixed by hand: removed the 7 duplicate roster rows (shard A 32→26, shard B 20→19) and remapped their 7 link rows (1 each) to the pre-existing company_id. Re-ran the collision check after the fix: 25 total, unchanged from prior runs, all pre-existing/benign — 0 new collisions once corrected. Take for future runs, now confirmed a fourth time: a shard's own "grep roster.jsonl before minting" step is not reliable enough on its own. Do not skip the mandatory post-merge re-check or trust a shard's "0 collisions" self-report.

Merge: map_roster.mjs: 11273 total link rows (was 11199), 352 needing review (mostly newly-harvested no-AGS bonus names, not a regression). 7 ambiguous entries on inspection, all pre-existing (Breitenbrunn, Steinbach, Hausen, Hagen, Mühlhausen, Weingarten, Papendorf) — none new this run. consolidate_roster.mjs: 2617 shard rows (208 shard-level dupes) → 2409 distinct companies (+45 from 2364). coverage.mjs: population 91.49% → 92.18% (+0.69pp — crossed the 92% line). Municipalities claimed 9222 → 9282 (+60, exactly the batch size — bonus harvests this run mostly landed on already-claimed municipalities or unresolved/ambiguous names, not new AGS). Residual: 1721 → 1661 municipalities, 7.112M → 6.537M people. build_gv_layer.mjs: multi-member units unchanged at 11/25 (singleton work again), singletons 1696 → 1636. By-Land, lowest population coverage: Bayern 78.3% (1355/2217), Thüringen 81.1%, Hessen 84.7%, Sachsen 86.5%, Sachsen-Anhalt 88.9% — Bayern remains the biggest lever by a wide margin, unchanged for many runs.

For next run: phase 2b singleton work continues, next top-60 should be re-derived with build_batch60.mjs fresh (do not shell-sort the CSV). Largest still-unclaimed after this run, all now below 9,300: Mücke 9,267, Teisendorf 9,267, Kolkwitz/Gołkojce 9,265, Schlangen 9,257, Nalbach 9,251, Salzhemmendorf 9,233, Lügde 9,232, Hohenmölsen 9,211 — per-batch population yield keeps shrinking as expected. company_id max on disk now 16520 (sparse: 16001–16033 minus 8 removed/skipped in shard A, 16501–16520 minus 1 removed in shard B) — next batch should mint from 17001+. New host traps to add to the known list: pluederhausen.de (403 to WebFetch only, curl works), emmerthal.de (JS-redirect interstitial), kuemmersbruck.de (JS-heavy CMS), kat-artern.de (404 on guessed Impressum paths), wzvgs.de (DNS failure). Open duplicate-mint/collision list unchanged from prior runs (six entries, see 08-29 entries) — the overdue human consolidation pass remains the single biggest lever for cleaning up the accumulated review queue, and each run's mandatory collision check keeps finding new same-run duplicates on top of the old backlog (this is now the fourth run in a row it has caught something), confirming the check earns its keep every time and should never be skipped.
