_tasks/netzbetreiber-contact/german-water/ still absent from this checkout — inlined the full
method (field lists, hard rules, host-trap notes, worked analysis example from wv-de-122
GELSENWASSER) into both subagent prompts again. Confirmed on-disk state before starting: 2483
companies, 355 enriched, 93.32% population coverage — matched journal exactly.
Batch-size note for a future run to resolve: SKILL.md's batch-selection step now literally
says "take the next 45 pending rows" in its first sentence, but the very next sentence still
argues for 30 ("so 30 is the working batch — raise it only on measured evidence from the ledger,
never on a guess"), and every prior wasserversorger-enrich run in this journal (15+ of them)
used 30 with 15/15 shards. Treated this as a stale/unedited doc inconsistency rather than a real
instruction and kept N=30 to match the unbroken precedent and the reasoning sentence — a human
should reconcile the wording one way or the other so future runs don't have to re-litigate this.
Batch build: build_enrich_batch.mjs 30 2026-08-29-2030 → 14 pending_domain rows + 16 by
population, batch 30. Caught the carried duplicate again before dispatch: wv-de-7505
(Wiesenbachgruppe) surfaced in shard A — same known duplicate of already-enriched wv-de-1415
(9th appearance in the journal now, still unmerged/append-only). Rebuilt with N=31 and substituted
in wv-de-235 (Wasserversorgung Rheinhessen-Pfalz GmbH, pop 216,481) — hand-fixed a self-inflicted
scripting slip while doing the swap (a .find() on the wrong shard file briefly wrote a null
entry into shard A's json; caught and corrected before dispatch, not sent to a subagent). Checked
all other open duplicate/collision IDs — none in this batch.
Composition: shard A (→ enrichment.part-y.jsonl) was 13 pending_domain village/Zweckverband
rows + Stadtwerke Kiel + Wasserversorgung Rheinhessen-Pfalz. Shard B (→ enrichment.part-z.jsonl,
roster-links.part-zzz9-enrich-z.jsonl) was entirely large city utilities with domain_status: resolved but no enrichment record: Stadtwerke Münster, badenova, ESWE Wiesbaden, Stadtwerke
Würzburg, BS|ENERGY Braunschweig, MAWV, eins energie Chemnitz, Städtische Werke Magdeburg, Mainzer
Netze, ThüWa Thüringen, ZMW, SWK Krefeld, Hallesche Wasser, Stadtwerke Lübeck, ENTEGA — same
pattern the 10:30/15:30 runs found, routed to prioritize Versorgungsgebiet harvest per that
finding.
Dispatch: both subagents run_in_background: false in one message, 15/15 split, mandatory
no-Agent-tool instruction, full method + GELSENWASSER worked example inlined, each told its own
file letter (y/z) up front. Shard A ran ~16 min (118 tool uses), shard B ran ~34 min (211 tool
uses, expected given 15 large multi-zone utilities).
Shard A (15 rows): 0/13 pending_domain resolved to a genuine independent domain — all
confirmed as village-scale Zweckverband/Eigenbetrieb with no dedicated site (one near-miss
correctly rejected: wv-gleichen-dachsberg.de 301-redirects to the operator's Gemeinde-hosted
page, a controlled vanity domain but not an independent site with its own Impressum — kept
pending_domain). 3 real tier-1 analysis finds with genuine lab values (Stadtwerke Kiel, wvr,
Wasserverband Gleichen-Dachsberg); several PDFs confirmed scanned-image-only or CID-encoded and
correctly reported empty rather than guessed. Host-trap correction: hirschaid.de is not a
hard 403 — it's a session-cookie-gated redirect chain (/ → eingang.asp → eingang.asp?CC=1);
a stateless fetch looks blocked but a cookie jar gets through. Downgrade it on the known-traps
list. Similar cookie-gated redirects hit on Wächtersbach and Schongau, worked around the same way.
Shard B (15 rows, 141 roster-links rows): Standout harvests: ZMW 25 members from its own
Verbandssatzung PDF (flagged for a spot-check — the charter's supply annex may not cover every
member's whole territory, only ~11-13 places at full retail); MAWV 20 members (up from 2
previously known); badenova 2 full retail concessions + ~45 Betriebsführung-only municipalities
explicitly marked wholesale (network operation without billing). Two "brand ≠ legal water utility"
structural findings: ESWE Wiesbaden's actual retail utility is WLW (a city Eigenbetrieb); SWK
Krefeld's own domain is legally SWK Energie GmbH, with the water network run by a third entity
(NGN Netzgesellschaft Niederrhein mbH) — both recorded with caveats rather than merged. Three HRB
corrections from a repeated systematic error (an "...AG & Co. KG"/"GmbH & Co. KG" entity's own
HRA conflated with its Komplementär's HRB): badenova, BS|ENERGY, SWM Magdeburg. New host trap:
eswe-versorgung.de and wlw-wiesbaden.de both ECONNREFUSED from the same IP (91.26.201.182);
worked around via Wayback Machine through curl (WebFetch couldn't reach archive.org directly).
Merge/finish: Validated both shard files as well-formed JSONL with exact 15/15 company_id
match against their dispatched batches (no drops/dupes/nulls) before trusting them. Appended:
359 → 389 enrichment records (355 → 385 distinct company_id). Mandatory
domain-collision check across full roster.jsonl: 27, unchanged — this batch resolved 0
pending_domain rows to a new domain, so no new collisions possible, confirmed by direct check.
map_roster.mjs: 11554 total link rows (was 11413, +141 = shard B's roster-links total; shard A
wrote no roster-links since nothing changed there), 407 needing review (up from 352, the increase
is newly-harvested no-AGS names from ZMW/MAWV/badenova's large member lists, not a regression).
consolidate_roster.mjs: 2691 shard rows (208 shard-level dupes) → 2483 distinct companies,
unchanged as expected (enrichment mints no new companies). coverage.mjs: population 93.32%
→ 93.35% (+0.03pp — small as expected, driven by the ZMW/MAWV/badenova supply-area additions
rather than new companies). Municipalities claimed 9393 → 9398 (+5). Residual: 1550 → 1545
municipalities, 5.579M → 5.555M people. pending_domain in the pending tier: 14 → 1 (13 of
14 batch pending_domain rows left the tier as earned negatives — 0 resolved to a genuine own
domain this pass, consistent with hitting a village-scale cluster, same pattern as the 15:30 run).
For next run: only 1 pending_domain row left in the pending tier — expect it to refill after
the next discover run. 385/2483 companies enriched (~15.5%). By-Land population coverage lowest:
Bayern 80.5% (unchanged, still the biggest lever by far), Thüringen ~83%, Hessen 86.9%, Sachsen
87.2%, Sachsen-Anhalt 92.2% — same ranking, many runs running. Open duplicate-mint/collision list
unchanged (six entries: wv-de-1415/7505 Wiesenbachgruppe — now 9 journal appearances,
wv-de-3925/8502, wv-de-1148/8515, wv-de-7562/10522, wv-de-7722/11041, wv-de-10013/11012) plus the
sw-augsburg.de collision and the 27-collision backlog overall — the overdue human consolidation
pass remains the single biggest lever for cleaning up the accumulated review queue. New host-trap
notes to fold in: downgrade hirschaid.de from "403 block" to "cookie-gated redirect, workable
with a cookie jar"; add eswe-versorgung.de/wlw-wiesbaden.de (ECONNREFUSED same IP, Wayback
works via curl). Worth flagging to a human: the SKILL.md batch-size wording inconsistency (45 vs
30) noted above, and ZMW's 25-member list warranting a supply-area spot-check before it's treated
as full retail coverage.
