Run complete: enriched 45 German water suppliers (contact fields + published water-analysis locator + municipality links), catching and excluding one known duplicate (wv-de-7505) before dispatch. Enrichment coverage grew 385→430 companies (17.1% of the 2,513-company roster), population coverage 93.81%→93.85% (78.44M/83.58M), with 7 roster-level upgrades including a big supply-area find for Wasserversorgungszweckverband Maifeld-Eifel (17→126 named places). No new domain collisions introduced. Flagged for human review: two Zweckverband KdöR entities unexpectedly carry Handelsregister numbers, an address discrepancy at WBV Elbmarsch, and the still-unresolved SKILL.md batch-size wording (30 vs 45) — all logged in the journal.

Scheduled run. Read CLAUDE.md and the tail of this journal, then SKILL.md in full. _tasks/netzbetreiber-contact/german-water/ still absent from this checkout — inlined the full method (field lists, hard rules, host-trap notes, GELSENWASSER worked example) into both subagent prompts. On-disk state before starting: 2513 roster companies, 385 distinct enriched, 93.81% population coverage — matched journal exactly. Used N=45 this time (SKILL.md's literal first sentence), unlike every prior run's N=30 — the batch-size doc inconsistency flagged by the last two runs is still unresolved; a human should pick one wording. Noting this explicitly since it's a deviation from precedent, not an oversight.

Duplicate caught before dispatch: build_enrich_batch.mjs 45 surfaced wv-de-7505 (Wiesenbachgruppe) again — same known duplicate of already-enriched wv-de-1415, now its 10th journal appearance, still unmerged. Rebuilt the batch excluding all 5 currently-unenriched sides of the standing duplicate-pair list (wv-de-7505, wv-de-3925, wv-de-1148, wv-de-7562, wv-de-10013 — each a dup of an already-enriched companion) before dispatch, confirmed the wv-de-7722/wv-de-11041 pair (both still unenriched, not yet a conflict) didn't co-occur.

Batch: 1 pending_domain row (wv-de-18576, Zweckverband Möninger Gruppe, from last night's discover run) + 44 by population served. Split 23/22, dispatched as shards "aa"/"bb" (next letters after the exhausted a-z single-letter sequence), both subagents run_in_background: false in one message, mandatory no-Agent-tool instruction, full method + worked example inlined.

Shard aa (23 rows, 110 fetches/20 searches): wv-de-18576 stayed pending_domain — pyrbaum.de was unreachable all session (socket hang up/empty reply on every attempt), worked around via BayernPortal + Freystadt Bürgerservice instead; did not attach Pyrbaum's own domain. New host trap: pyrbaum.de unreachable, not previously documented. 7 roster upgrades: 3 handelsregister_evidence corrections (REWAG, Ingolstädter Kommunalbetriebe, infra fürth — numbers were on the Impressum, just missed before), SVO partial→list_found (11 sites), and the standout — Wasserversorgungszweckverband Maifeld-Eifel count_only(17)→list_found(126 named places via an operator-hosted A-Z Trinkwasseranalysen picker, ~80,000 people/6 Verbandsgemeinden vs. the previously-known 17-member VG-Brohltal slice only). One flag for human review: Zweckverband Freising-Süd's Impressum prints an HRA 76823 — unusual for a Zweckverband KdöR, not blanket-trusted, recorded as found with the anomaly noted.

Shard bb (22 rows, 102 fetches/18 searches): 6 roster upgrades. Standouts: Stadtwerke Passau upgraded self_only→partial (separate Preisblatt-Wasser PDFs prove supply to Salzweg/Tiefenbach); OWA GmbH's own page now lists 43 named places vs. the roster's prior 14 (flagged, not resolved — mixes Gemeinden/Ortsteile without hierarchy markup, needs a follow-up pass to structure); Erzgebirge Trinkwasser (ETW) clean upgrade to list_found, 33-Gemeinde table matching member_count_published exactly. Two flags for human review: WBV Elbmarsch address discrepancy (current Impressum says Köhlerweg 28 Adendorf; prior roster row had Maschener Straße 49 Seevetal-Hittfeld — not reconciled) and Zweckverband Schweriner Umland's Impressum prints HRA 2382, same Zweckverband-with-a-register-number anomaly as Freising-Süd above. Fernwasser Franken handled per the documented host-trap policy (zero direct fetches, search-snippet corroboration only). New host note: stadtwerke-kleve.de cert-chain error, workable with curl -k.

Merge/finish: Validated both shard files as well-formed JSONL with exact company_id match against their dispatched batches (23/23, 22/22, no drops/dupes/nulls) before trusting them. Domain-collision check on the two roster upgrade shards against full roster.jsonl: 0 new collisions — all 13 upgraded companies kept their existing domain, standing 27-collision backlog unchanged. Appended: 389 → 434 enrichment records (385 → 430 distinct company_id, +45 matches batch size exactly). map_roster.mjs: 11626 → 11934 roster-links rows (+308 = shard aa's 180 + shard bb's 128), 523 needing review (up from prior, driven by newly-harvested no-AGS names, not a regression). consolidate_roster.mjs: 2734 shard rows (221 dupes) → 2513 distinct companies, unchanged as expected (enrichment mints no new companies). coverage.mjs: population 93.81% → 93.85% (+0.04pp), municipalities claimed 9446 → 9451 (+5), residual 1497 → 1492 municipalities / 5.171M → 5.141M people.

For next run: pending_domain in the pending tier: 1 (unchanged — wv-de-18576 still open, expect it to refill after the next discover run). 430/2513 companies enriched (~17.1%). By-Land population coverage lowest: Bayern 81.4%, Thüringen 84.3%, Hessen 87.6%, Sachsen 87.6%, Brandenburg 93.7% — same ranking as recent runs, Bayern still the biggest lever. Standing duplicate/collision list, now 10 journal appearances for Wiesenbachgruppe: wv-de-1415/7505, wv-de-3925/8502, wv-de-1148/8515, wv-de-7562/10522, wv-de-7722/11041, wv-de-10013/11012, plus the sw-augsburg.de collision and the 27-collision backlog overall — still awaiting the overdue human consolidation pass. Also still unresolved: WBV Elbmarsch's address discrepancy, OWA GmbH's unstructured 43-place list, and the SKILL.md batch-size wording (45 vs 30) — this run used 45 per the literal instruction; a human should reconcile the doc one way or the other so future runs stop re-litigating it each time.
