On-disk state before starting: 2513 companies, 93.85% population coverage, 9451/10943 municipalities claimed (post the 00:30 enrich run, itself on top of the prior 22:00 discover run) — matched journal exactly. Ran fresh coverage.mjs/build_gv_layer.mjs before touching anything: confirmed the 10 multi-member units (22 residual members, mostly SH Ämter, 1 MV placeholder) reported stuck twice before were still the entire multi-member queue, unchanged.

Tried the "different method" flagged by the last run: rather than another site-crawl of the Amt/VG homepage, told the subagent to WebSearch for the actual water body's own name (Wasserbeschaffungsverband, not the Amt) and to search per-municipality inside a shared Amt. Result: no improvement — 8 of the 9 real multi-member units (all SH: Bokhorst-Wankendorf, Nordstormarn, Trave-Land, Preetz-Land, Mittelholstein, GVV Altshausen, Kellinghusen, Lauenburgische Seen) remain fully unresolved despite 3-5 search angles each; Nesseaue (Thüringen) also unresolved (Bienstädt/Zimmernsupra confirmed only as wastewater via WAZV Gotha, no drinking-water source found). Fixed by hand: deleted both duplicate roster rows, repointed their roster-links rows to the existing company_ids, re-ran the collision check — back to the standing 27 collisions, none new. Standing backlog (same six duplicate-mint pairs plus sw-augsburg.de etc.) still awaits the overdue human consolidation pass.

Merge/finish: validated both shard files as well-formed JSONL, counts matched the dispatched batch (41+29=70 links) before trusting them. map_roster.mjs: 11934 → 12004 roster-links rows (+70, exact). consolidate_roster.mjs: 2758 shard rows (221 dupes) → 2537 distinct companies (+24 = 9+17-2 fixed duplicates, matches exactly). coverage.mjs: municipalities claimed 9451 → 9501 (+50), population 93.85% → 94.3% (+0.45pp), residual 1492 → 1442 municipalities / 5.141M → 4.762M people. build_gv_layer.mjs: multi-member pool unchanged at 10 units / 22 municipalities / ~6.9k people (zero progress this pass, as reported above) — singletons carried the entire population gain.

For next run: the multi-member queue (10 units, 2 site-crawl attempts + 1 targeted-search attempt, all failed) needs a genuinely different source, not another manual search variant — consider a Kreis-level SH Wasserbeschaffungsverband directory, or route to the human queue. Continue singleton batches by residual_population descending otherwise (1420 singletons remain, largest now ~7.3k people each — Laufen, Sinzing, Ortenburg, Mittenwald, Harztor, Klingenthal). The 27-domain-collision backlog is unchanged and still awaits human consolidation. Küstengewässer (vkey 130009999) flagged as a non-municipality queue artifact worth excluding at the source.
