Discovery run complete: population coverage rose 93.85% → 94.3% (+0.45pp), municipalities claimed 9451 → 9501 (+50), roster grew to 2537 companies (+24, after catching and fixing 2 duplicate mints pre-merge). The 10-unit multi-member queue (mostly Schleswig-Holstein Ämter) resisted a new targeted-search method again and remains fully stuck at 22 residual municipalities — flagged for a human to try a different source (e.g. a Kreis-level Wasserbeschaffungsverband directory) rather than another discovery attempt; one queue entry (Küstengewässer, MV coastal waters) was also flagged as a non-municipality artifact worth filtering out. All findings, the domain-collision fixes, and next-run guidance are logged in the journal.

On-disk state before starting: 2513 companies, 93.85% population coverage, 9451/10943 municipalities claimed (post the 00:30 enrich run, itself on top of the prior 22:00 discover run) — matched journal exactly. Ran fresh coverage.mjs/build_gv_layer.mjs before touching anything: confirmed the 10 multi-member units (22 residual members, mostly SH Ämter, 1 MV placeholder) reported stuck twice before were still the entire multi-member queue, unchanged.

Tried the "different method" flagged by the last run: rather than another site-crawl of the Amt/VG homepage, told the subagent to WebSearch for the actual water body's own name (Wasserbeschaffungsverband, not the Amt) and to search per-municipality inside a shared Amt. Result: no improvement — 8 of the 9 real multi-member units (all SH: Bokhorst-Wankendorf, Nordstormarn, Trave-Land, Preetz-Land, Mittelholstein, GVV Altshausen, Kellinghusen, Lauenburgische Seen) remain fully unresolved despite 3-5 search angles each; Nesseaue (Thüringen) also unresolved (Bienstädt/Zimmernsupra confirmed only as wastewater via WAZV Gotha, no drinking-water source found). Flagging this queue as needing something other than another search-method variant — two different search strategies have now both failed on the same 8 SH units; a human may need to identify the actual SH Wasserbeschaffungsverband registry (Kreis-level) directly rather than delegating another discovery attempt. Also flagging 130009999 "Küstengewässer einschl. Anteil am Festlandsockel" (Mecklenburg-Vorpommern) as not a real discovery target — its two "members" are gemeindefreies Gebiet M-V and coastal waters/continental shelf, 0 population, not municipalities with water customers. It sits in the multi-member queue but should probably be excluded from the GV100AD queue logic entirely; noting for a human to consider filtering it in build_gv_layer.mjs.

Shard A: the 9 real multi-member units + top 21 singletons by residual_population (30 units, 41 residual members). Shard B: next 29 singletons (29 units, 29 residual members). Shard A: 22/30 units resolved, 8 unresolved (the SH multi-member set above). 9 new companies minted (wv-de-18587–18595), 11 existing companies reused. Two same-name traps caught and avoided: "WBV Bothkamper See" (lake maintenance, not drinking water) and Selters (Taunus, Hessen) vs. the existing roster's VG Selters (Westerwald, RP).

Shard B: 29/29 resolved, 0 unresolved. 17 new companies minted, 12 resolved to existing roster companies. Same-name traps avoided: two separate "Schömberg"s (Kreis Calw vs. Zollernalbkreis), Bunde vs. Bünde, two "Gundelsheim"s. One self-caught mis-link (Belgern-Schildau) fixed with sed before reporting.

Duplicate mints caught before merge: the mandatory domain-collision check across every roster.part-*.jsonl shard (not just roster.jsonl) found 2 new collisions this batch introduced, both shard-B rows minting a company that already existed: kreiswerke-main-kinzig.de (new wv-de-18653 "Kreiswerke Main-Kinzig GmbH" for Hasselroth duplicated existing wv-de-3519) and zbl-borna.de (new wv-de-18648 "Zweckverband Wasser/Abwasser Bornaer Land" for Groitzsch duplicated existing wv-de-3667). Fixed by hand: deleted both duplicate roster rows, repointed their roster-links rows to the existing company_ids, re-ran the collision check — back to the standing 27 collisions, none new. Standing backlog (same six duplicate-mint pairs plus sw-augsburg.de etc.) still awaits the overdue human consolidation pass.

Merge/finish: validated both shard files as well-formed JSONL, counts matched the dispatched batch (41+29=70 links) before trusting them. map_roster.mjs: 11934 → 12004 roster-links rows (+70, exact). consolidate_roster.mjs: 2758 shard rows (221 dupes) → 2537 distinct companies (+24 = 9+17-2 fixed duplicates, matches exactly). coverage.mjs: municipalities claimed 9451 → 9501 (+50), population 93.85% → 94.3% (+0.45pp), residual 1492 → 1442 municipalities / 5.141M → 4.762M people. build_gv_layer.mjs: multi-member pool unchanged at 10 units / 22 municipalities / ~6.9k people (zero progress this pass, as reported above) — singletons carried the entire population gain.

For next run: the multi-member queue (10 units, 2 site-crawl attempts + 1 targeted-search attempt, all failed) needs a genuinely different source, not another manual search variant — consider a Kreis-level SH Wasserbeschaffungsverband directory, or route to the human queue. Continue singleton batches by residual_population descending otherwise (1420 singletons remain, largest now ~7.3k people each — Laufen, Sinzing, Ortenburg, Mittenwald, Harztor, Klingenthal). The 27-domain-collision backlog is unchanged and still awaits human consolidation. Küstengewässer (vkey 130009999) flagged as a non-municipality queue artifact worth excluding at the source.
