Enrichment run complete: 45 new companies enriched (430 → 475 of 2537, ~18.7%), population coverage nudged to 94.31% (+0.01pp), with the pending_domain priority row resolved and roster/links merged and validated cleanly. A few things need human attention: a growing pattern of KdöR/Zweckverband entities carrying real Handelsregister numbers (5 across the last two runs, challenging a campaign assumption), a Handelsregister conflict on ZVO Energie GmbH, and confirmation that python3/pdftotext are actually missing from this environment despite CLAUDE.md saying otherwise — all logged in the journal along with new host traps and the standing duplicate-pair backlog.

Duplicate/co-occurrence guard applied before dispatch: excluded the 4 always-exclude sides of the standing duplicate-pair list (wv-de-7505, wv-de-3925, wv-de-1148, wv-de-7562 — each a dup of an already-enriched companion) and dropped wv-de-11041 so the still-unresolved wv-de-7722/wv-de-11041 pair didn't co-occur in one batch. wv-de-10013/wv-de-11012 both already enriched, no action needed.

Batch: 1 pending_domain row (wv-de-18595, Markt Oberstaufen) + 44 by population served. Split 23/22, dispatched as shards "y"/"aa"... — used tags "y" (23) and "z" (22), both subagents run_in_background: false in one message, mandatory no-Agent-tool instruction, full method + worked schema inlined (not from _tasks/.../PLAN.md, still absent from this checkout).

Shard y (23 rows): wv-de-18595 Markt Oberstaufen resolved — confirmed oberstaufen.info IS the Markt's own domain (Impressum names "Markt Oberstaufen" as Herausgeber despite the .info TLD, not a tourism portal as discovery suspected); updated the roster row by hand (domain_status: pending_domain -> resolved). ~15 companies got new/corrected contact fields. New host traps: wgs-jockgrim.de HTTPS handshake fails, use plain http://; kreiswerke-main-kinzig.de's own Trinkwasseranalyse page 403s (bot-protection pattern like l.de) — worked around via sibling domain kwmk-netz.de. Flags for human review: wv-de-357 (ZVO Energie GmbH) Handelsregister conflict — prior roster HRB 16446 HL vs. this session's fetch of the same Impressum URL showing HRA 6372 HL attributed to "Zweckverband Ostholstein" (recorded, not resolved — needs a human to read the raw HTML); wv-de-1203 MIDEWA email token literally read "noSpam" (anti-spam JS obfuscation), correctly recorded not_found rather than guessed; wv-de-3172 Stadtwerke Weiden's AöR+HRA combination re-confirmed (carried from prior discovery); wv-de-2209 Friedelsheimer Gruppe's site appears migrated to a JS-rendered SPA, static fetch got no analysis data (low-confidence tier-3, not evidence of non-publication).

Shard z (22 rows): Two supply-area upgrades worth flagging: Heidewasser GmbH's own Mitgliedsgemeinden table (raw HTML, since WebFetch's summarizer truncated it — the README's known truncation risk, reconfirmed) shows ~33 places across 6 groupings vs. the roster's prior 7; WAH Havelland's own Mitgliedskommunen page shows 8 full member Gemeinden with itemized Ortsteile vs. the roster's prior 3-fragment note. Both fed into map_roster.mjs, not independently AGS-verified. New host trap: zwa-aschafftal.de (DotNetNuke) loops on 302 redirects without a cookie jar — workable with curl -c/-b. Handelsregister-on-KdöR pattern growing: three more entities this shard (wv-de-970 ZV KÜHLUNG, wv-de-363 WZS Osthofen, wv-de-1164 ZV Kaltenkirchen) carry genuine HR numbers despite being public-law bodies — now 5 total across the last two runs (alongside Freising-Süd HRA 76823 and Schweriner Umland HRA 2382, both 00:30 run) — this is no longer a one-off anomaly, worth a human checking whether "KdöR/AöR implies no HR entry" needs qualifying as a campaign assumption. Confirmed missing from this environment: no pdftotext and no python3 at all (/usr/bin/python3 does not exist) — contradicts the country CLAUDE.md's claim that python3 is available; PDF analysis evidence in this shard relied on index-page text/ filenames/dates rather than extracted values. A human should check whether CLAUDE.md is stale or the environment regressed.

Merge hygiene note: both fresh shard output files (enrichment.part-y.jsonl, roster-links.part-zzz9-enrich-z.jsonl) arrived containing 15 extra pre-existing lines/company_ids neither subagent was assigned — verified byte-for-byte that every one of those company_ids was already present in the already-merged main enrichment.jsonl/roster-links.jsonl (from the prior run's shards aa/bb), so they were stale duplicates, not new data; filtered them out before merging (kept only the 45 assigned company_ids). No data lost or corrupted, but worth a human glancing at why brand-new shard filenames started non-empty — possibly leftover scratch state in the container image.

Merge/finish: validated both cleaned shard files as well-formed JSONL with exact company_id match against dispatched batches (23/23, 22/22) before trusting them. Appended: 434 → 479 enrichment records (430 → 475 distinct company_id, +45 matches batch size exactly). map_roster.mjs: 12004 → 12148 roster-links rows (+144), 493 needing review. consolidate_ roster.mjs: 2758 shard rows (221 dupes) → 2537 distinct companies, unchanged as expected. coverage.mjs: municipalities claimed 9501 → 9502 (+1), population 94.3% → 94.31% (+0.01pp), residual 1442 → 1441 municipalities / 4.762M → 4.758M people — small gain since this pass mostly corrected/enriched already-known companies rather than adding new supply-area claims (Heidewasser/WAH Havelland upgrades feed into a future coverage recompute once their new links resolve to AGS). export_csv.mjs ran clean.

For next run: pending_domain in the pending tier: back to 1 (wv-de-7505, the standing duplicate of already-enriched wv-de-1415 — same unmerged pair, still awaiting the human consolidation pass, now its 11th journal appearance). 475/2537 companies enriched (~18.7%). Standing duplicate/collision backlog (six pairs incl. Wiesenbachgruppe, sw-augsburg.de, 27 domain collisions total) unchanged, still awaiting a human pass.
