Summary: Ran the wasserversorger-enrich skill for a 45-company batch (excluding the standing duplicate-pair backlog), split across 2 parallel subagents. All 45 completed cleanly and validated as well-formed JSONL matching the dispatch exactly — enrichment records grew 479→524 (475→520 distinct companies enriched, ~20.2% of the 2,572-company roster), and population coverage rose 94.82%→94.89% (9,562→9,577 municipalities claimed), driven mostly by a rediscovered 16-zone supply area for LWG Lausitzer Wasser. Notable items flagged for human review: a likely wrong dedup domain for Avacon Wasser GmbH (avacon.de vs. its actual avacon-wasser.de), 9 Handelsregister numbers the roster had marked as absent that were actually found on deeper pages, and a 3rd consecutive run confirming python3/pdftotext are genuinely missing from this environment despite CLAUDE.md claiming otherwise.

Duplicate/co-occurrence guard applied before dispatch (same standing list as every run since it first appeared): excluded wv-de-7505, wv-de-3925, wv-de-1148, wv-de-7562 (each a dup of an already-enriched companion) and dropped wv-de-11041 so the still-unresolved wv-de-7722/wv-de-11041 pair didn't co-occur. wv-de-10013/wv-de-11012 both already enriched, no action needed.

Batch: built via a one-off adapted build_enrich_batch.mjs (added the exclusion list, deleted after use — not committed as campaign tooling since the exclusion list is run-specific). 1 pending_domain row (wv-de-18736, Alb-Wasserversorgungsgruppe XV "Erpfgruppe", new from the 08:00 discover run) + 44 by population served. Split 23/22, dispatched as shards "cc"/"dd" (continuing the a-z, aa/bb, cc/dd letter sequence — all single letters now used up), both subagents run_in_background: false in one message, mandatory no-Agent-tool instruction, full method + schema inlined (still no _tasks/netzbetreiber-contact/german-water/ in this checkout).

Process note: shard A's first dispatch had a leftover PASTE_SHARD_A_JSON_HERE placeholder I forgot to fill in before sending — the subagent noticed, located the correct batch file on disk itself (cross-referencing the batch-builder's output), and proceeded correctly. Verified after the fact: all 23 company_ids match the intended dispatch exactly. No rework needed, but worth double -checking prompts for unfilled placeholders before sending in future runs.

Shard cc (23 rows): all 23/23 completed. Alb-Wasserversorgungsgruppe XV (wv-de-18736): confirmed again no dedicated website exists (administered out of Sonnenbühl's town hall); contact/analysis fields correctly recorded as honest gaps rather than left pending. Domain flag, not applied: wv-de-968 Avacon Wasser GmbH — roster's official_domain is avacon.de (Avacon AG's general site), but the Impressum actually naming this specific GmbH (own HRB, Wolfenbüttel address, distinct from Avacon AG/Avacon Netz GmbH's Helmstedt HQ) lives on avacon-wasser.de. Subagent correctly flagged rather than silently changing the dedup key — left for a human decision, matching how the standing duplicate-pair backlog is handled. New host trap: avacon.de / avacon-wasser.de both 403 to curl and WebFetch; worked around via an archive.org snapshot. Handelsregister false negatives corrected: roster said absent_from_impressum_page/not_checked for five companies where a deeper page (not top-level Impressum) actually states the number: Mark-E (HRB 10, Hagen), EWP Potsdam (HRB 1352 P), Wasserwerk Bliestal (HRB 5171), EVL Leverkusen (HRA 22346, Köln), SWP Pforzheim (HRA 503609, Mannheim). Legal-name nuance: Stadtwerke Neuss's Impressum body names plain "Stadtwerke Neuss GmbH" despite the page title saying "...Energie und Wasser GmbH" (same HRB); evm's Cochem-Kundenzentrum address conflicts with a prior note (Markweg 3 vs. Briederweg 25) — not resolved, just flagged. Host trap reconfirmed: rzv-glauchau.de (wv-de-3494) still refuses all connections; relied on third-party/sibling-site corroboration only, correctly left email as not_found despite an aggregator quoting one.

Shard dd (22 rows): all 22/22 completed, 0 domain collisions in this shard. More Handelsregister false negatives found the same way: LSW (HRA 201368), Stadtwerke Göttingen (HRB 1439), EWR Remscheid (HRB 12309), swb Bremerhaven (HRA 4357). LWG Lausitzer Wasser (wv-de-1131): found a rich own-domain 16-zone 2026 analysis archive extending the known supply area well beyond the 4 municipalities previously on record — 12 new links added (Neuhausen, Cottbus zones, Eichow, Kathlow-Sergen, Gablenz, Jänschwalde, Groß Döbbern, Drebkau, Brodkowitz-Wiesendorf, Halbe, Teupitz, Groß Köris); Schwielochsee/Spreewaldheide remain unresolved as before. FairEnergie's analysis is published under sister network company FairNetz GmbH's domain, not its own — flagged, not treated as third-party. rhenag's analysis PDF is 2022/2023-dated (url_looks_dated: true). BELKAW and GSW Kamen/Bönen/Bergkamen both got weak analysis locators (a neighboring utility's old PDF; a Gelsenwasser lookup-tool redirect respectively) — flagged as gaps for follow-up, not as non-publishing. New host trap: swt.de (SWT Wasser GmbH, Trier) returns near-empty (1-line) responses to plain curl with a browser UA across multiple sub-pages — likely needs JS rendering.

Merge/finish: validated both shard output files as well-formed JSONL with exact company_id match against dispatched batches (23/23, 22/22) before trusting them. Appended: 479 → 524 enrichment records (475 → 520 distinct company_id, +45 matches batch size exactly). map_roster.mjs: 12209 → 12332 roster-links rows (+123 = 84+39, exact), needs-review queue 493 → 532 (+39, expected churn from new supply-area links, mostly Landkreis/Einheitsgemeinde-style names that can't resolve to an AGS by design). consolidate_roster.mjs: 2793 shard rows (221 dupes) → 2572 distinct companies, unchanged as expected (enrich runs don't mint roster rows). coverage.mjs: municipalities claimed 9562 → 9577 (+15), population 94.82% → 94.89% (+0.07pp), residual 1381 → 1366 municipalities / 4.332M → 4.274M people — the LWG Lausitzer Wasser links account for most of the gain. export_csv.mjs ran clean (still only covers the legacy 25-company pilot export, unrelated to the main roster/links CSVs which consolidate_roster.mjs already regenerates). Domain-collision check: still exactly 27 collisions, none new.

Confirmed again: no python3 and no pdftotext in this environment (3rd consecutive run to hit this) — country CLAUDE.md's claim they're installed is stale and should be corrected or the environment should be fixed; until then, PDF analysis evidence keeps relying on surrounding page text/filenames/dates rather than extracted values.

For next run: pending_domain back to 1 (wv-de-7505, the standing duplicate of already-enriched wv-de-1415 — unchanged, still awaiting human consolidation, now its 12th journal appearance). 520/2572 companies enriched (~20.2%). New host-trap notes to fold into SKILL.md: avacon.de/avacon-wasser.de (403, use archive.org), swt.de (near-empty curl response, likely needs JS rendering). Human-review items accumulating this run: the Avacon domain flag above, 5+4 Handelsregister false-negative corrections (roster's handelsregister_evidence fields are now stale for those 9 companies and should be synced from enrichment.jsonl in a dedicated pass), and the Stadtwerke Neuss / evm Cochem naming-and-address conflicts. Standing backlog (27 domain collisions, six dup pairs) unchanged. python3/pdftotext absence is now a 3-run pattern, not a fluke — worth escalating rather than re-noting every run.
