Population coverage rose from 94.89% to 95.34% (+0.45pp), municipalities claimed from 9577 to 9635 (+58 of 60 dispatched), and the roster grew to 2607 companies (+35). Two units (Schelklingen, Römhild) were genuinely checked and left honestly unresolved; the standing 10-unit multi-member queue (22 municipalities) was left untouched per the last three runs' recommendation to route it to a human rather than retry a 5th automated method. Zero new domain collisions — the standing backlog of 27 is unchanged and still awaits human consolidation. Journal updated.

Did not retry the multi-member queue. Per the last 3 runs' escalating recommendation (4 independently different methods failed on the same 9 real units — site-crawl x2, Amt/Verband-name search, village-name search + SH-level LWBV bulk registry), left it untouched this pass rather than burning another method variant. It remains exactly 10 units / 22 municipalities (including the 0-population Küstengewässer MV artifact, still not filtered out of build_gv_layer.mjs's queue logic at the source despite being flagged in 3+ prior journal entries).

Batch: build_batch60.mjs top-60 singletons by residual_population (all pure singletons, confirmed no multi-member units mixed in since they all sit under the batch's ~6.6k-person cutoff). Split 30/30, dispatched as shards "shardA-run2026-08-30-1300" / "shardB-run2026-08-30-1300", both subagents run_in_background: false in one message, mandatory no-Agent-tool instruction, full method + schema + known host traps inlined directly in the prompt (no _tasks/netzbetreiber-contact/ german-water/PLAN.md in this checkout, same as every recent run). Company_id ranges wv-de-18760– 18789 / 18790–18819.

Shard A: 29/30 resolved, 1 unresolved (Schelklingen — confirmed Zweckverband membership but couldn't verify whether that group or the town itself retails to the core settlement). 18 new companies minted (wv-de-18760–18777), 11 links resolved to existing roster companies via a real domain-collision grep (not name-only) before minting, per the standing instruction to fix the recurring duplicate-mint failure mode. Notable: Neukirchen/Erzgeb. correctly resolved to RZV Glauchau after distinguishing it from a Zweckverband that only handles Neukirchen's wastewater; Waldsassen's Pfaffenreuther-Gruppe confirmed to cover only a few edge streets, not the city itself (city's own supply used instead); a WebSearch AI-summary claim of a Dinkelscherben↔Zusmarshausen link was checked against both towns' own Satzung pages and correctly discarded as unsupported.

Shard B: 29/30 resolved, 1 unresolved (Römhild, Stadt — checked AZV Obere Milz (wastewater-only), WAVH's unpublished member list, and two regional bulk suppliers, none confirmed as retail supplier). 17 new companies minted (wv-de-18790–18806), 13 links resolved to existing companies. Notable corrections caught mid-run: Moringen's water supply transferred from Stadtwerke Leine-Solling to WAZ Solling effective 2026-01-01 (already in effect as of today, prior roster note was stale); Blankenhain/Grammetal corrected from Zweckverband JenaWasser (wastewater only for these two, per JenaWasser's own notes) to Wasserversorgungszweckverband Weimar (confirmed via WZV Weimar's own Chronik page naming Blankenhain a founding member); Dietfurt a.d.Altmühl's Kernstadt confirmed under Jachenhausener Gruppe, not the Wolfsbuch-Paulushofener Gruppe (which covers only 10 named Ortsteile).

Duplicate mints caught before merge: zero. The mandatory domain-collision check across every roster.part-*.jsonl shard (not just roster.jsonl) found exactly the standing 27 collisions, all pre-existing (verified each already appears in roster.jsonl itself) — first clean batch on this check in the last several runs, consistent with both shards' subagents reporting they ran a real grep-based reuse check rather than a name-only one before minting.

Merge/finish: validated all 4 shard files as well-formed JSONL (18/17 roster rows, 30/30 link rows) before trusting them. map_roster.mjs: 12332 → 12392 roster-links rows (+60, exact), needs-review queue unchanged at 532. consolidate_roster.mjs: 2828 shard rows (221 dupes) → 2607 distinct companies (+35 = 18+17, matches exactly). coverage.mjs: municipalities claimed 9577 → 9635 (+58 — 60 dispatched minus the 2 unresolved), population 94.89% → 95.34% (+0.45pp), residual 1366 → 1308 municipalities / 4.274M → 3.892M people. build_gv_layer.mjs: multi-member pool unchanged at 10 units / 22 municipalities (untouched this run, as planned), singletons 1344 → 1286 (-58, exact). Final domain-collision check (roster.jsonl + companies.jsonl): still exactly 27, none new.

For next run: continue singleton batches by residual_population descending (1286 singletons remain, largest now ~6.6k people — Schelklingen and Römhild are now themselves in the unresolved pool rather than the queue, having been genuinely checked and come up empty this run). The 9-real- unit multi-member queue (+1 zero-population artifact) is still awaiting a human decision per the last 3 runs' recommendation — a 5th automated method is unlikely to be a good use of a run's time. Küstengewässer (vkey 130009999) still not filtered out of build_gv_layer.mjs at the source. Standing 27-domain-collision backlog (six known duplicate-mint pairs incl. Wiesenbachgruppe, sw-augsburg.de) unchanged, still awaiting the overdue human consolidation pass.
