Journal updated. Final report:

Ran the wasserversorger-enrich skill's 45-company batch (shards ee/ff, 23+22 companies split across two synchronous subagents), excluding the standing wv-de-7505 duplicate first. All 45 companies were fully researched (contact fields, water-analysis locators, and 157 municipality links) and merged cleanly — enrichment now covers 565/2607 companies (~21.7%), population coverage rose to 95.35% (+0.01pp), and the domain-collision backlog stayed flat at 27 (none new). A few small findings worth human attention: Stadtwerke Iserlohn appears to serve an extra zone (Nachrodt/Einsal/Opperhusen) not reflected in its roster classification, and several new host traps (wasserversorgung-weimar.de, swls.de, ewr.de, stadtwerke-lohr.de) were logged to the journal for the next run.

On-disk state before starting: 2607 companies (unchanged since the 13:00 discover run), 520 distinct enriched (524 records), 94.89% population coverage carried in the last enrich-run's numbers but actually 95.34%/9577... — corrected against a fresh coverage.mjs run at the top: 9635/1308 claimed/residual, 95.34% population.

Duplicate guard applied before dispatch: build_enrich_batch.mjs 45 surfaced wv-de-7505 (the standing Wiesenbachgruppe duplicate of already-enriched wv-de-1415, 13th journal appearance) inside the top-45 by population; excluded it and rebuilt with a one-off wrapper script (deleted after use) so the batch backfilled to a full 45 from the next-highest-population pending row. Checked the rest of the standing duplicate-pair list (wv-de-3925/8502, wv-de-1148/8515, wv-de-7562/10522, wv-de-7722/11041, wv-de-10013/11012) — none of the still-open pairs co-occurred in this batch.

Batch: 1 pending_domain row (wv-de-18770, Zweckverband Moritzberggruppe, new from the 13:00 discover run) + 44 by population served, down to Stadtwerke Herford/Gütersloh/Kaiserslautern tier (~89-102k people each). Split 23/22, dispatched as shards "ee"/"ff" (continuing the a-z, aa/bb, cc/dd letter sequence), both subagents run_in_background: false in one message, full method + schema + host-trap list inlined directly in the prompt (still no _tasks/netzbetreiber-contact/ german-water/ in this checkout).

Shard ee (23 rows): all 23/23 completed, 83 municipality-link rows. Two thin records: Zweckverband Moritzberggruppe (no dedicated website exists — administered from Gemeinde Leinburg's town hall per BayernPortal, no analysis found, correctly left pending_domain rather than attaching the municipality's own domain) and WZV Weimar (contact confirmed, analysis not located within budget). New host trap: wasserversorgung-weimar.de — WebFetch's summarizer reports "content truncated" on essentially every page including short ones; plain curl with a browser UA works fine. Flagged for a roster correction: Stadtwerke Iserlohn (self_only in roster) actually publishes a second Trinkwasseranalyse zone for Nachrodt/Einsal/Opperhusen outside Iserlohn city — not silently changed, flagged in both the enrichment notes and a new roster-link row. MWB Gießen's on-site analysis link now 301s to the parent domain's homepage (stale reference, no working analysis doc found this pass). Wasserverband Döbeln-Oschatz and VVGG Grimma-Geithain both delegate their Trinkwasseranalyse to the same Veolia postcode-lookup portal (both Veolia-operated). No new domain collisions.

Shard ff (22 rows): all 22/22 completed, 74 municipality-link rows, no roster defects. Real gaps (not guessed) on Stadtwerke Lohr, BRAWAG, ZWA Saalfeld-Rudolstadt (address/email/emergency-number or analysis PDF genuinely not found). New host traps: wasser.swls.de/swls.de (Stadtwerke Lüdenscheid's roster alternate_domains are now stale — squatted/dead); ewr.de (JS-rendered Next.js site, curl returns only meta tags — Contentful CDN asset URLs are a usable side channel for PDFs); stadtwerke-lohr.de (now 403s to both curl and WebFetch on every path, new addition next to avacon.de/rzv-glauchau.de). Two suppliers (Wasserwerke Westerzgebirge, Stadtwerke Rheine) publish their §46 disclosure only via an interactive address-lookup tool, recorded url_type: "interactive_form" rather than forcing a fake PDF link. BRAWAG delegates entirely to the external wasserportal.info (BDEW) tool — a new third_party_portal access-method pattern. Wasserverband Lausitz's own homepage this pass named 8 members that barely overlap the prior pass's third-party 6-name list (only Ortrand recurs) — flagged for reconciliation, not merged. EWR Aktiengesellschaft (Worms) reconfirmed distinct from unrelated EWR GmbH (Remscheid, wv-de-3033). No domain collisions.

Merge/finish: both shard files validated as well-formed JSONL with company_ids matching the dispatched batches exactly (23/23, 22/22) before trusting them. Appended: 524 → 569 enrichment records (520 → 565 distinct company_id, +45 matches batch size exactly). map_roster.mjs: 12392 → 12549 roster-links rows (+157 = 83+74, exact), needs-review queue 532 → 565 (+33, expected churn). consolidate_roster.mjs: 2828 shard rows (221 dupes) → 2607 distinct companies, unchanged as expected (enrich runs mint no roster rows). coverage.mjs: municipalities claimed 9635 → 9639 (+4), population 95.34% → 95.35% (+0.01pp), residual 1308 → 1304 municipalities / 3.892M → 3.882M people — a small gain since most of this batch was large already-covered cities; the Iserlohn/Nachrodt and other new links accounted for the +4. Domain- collision check: still exactly 27, none new. pending_domain in the pending (unenriched) tier: back to 1 (wv-de-7505, unchanged, still awaiting human consolidation).

Confirmed again: no python3 and no pdftotext in this environment (4th consecutive wasserversorger-enrich run to hit this) — country CLAUDE.md's claim they're installed is stale.

For next run: 565/2607 companies enriched (~21.7%). New host-trap notes to fold into SKILL.md: wasserversorgung-weimar.de (WebFetch truncates, curl works), wasser.swls.de/swls.de (dead/ squatted), ewr.de (JS-rendered, use Contentful CDN URLs), stadtwerke-lohr.de (now 403s). Roster correction flagged: Stadtwerke Iserlohn's Nachrodt/Einsal/Opperhusen zone. Standing backlog unchanged: 27 domain collisions, six dup pairs (wv-de-7505 13th appearance), python3/pdftotext absence now a 4-run pattern worth escalating rather than re-noting.
