Temp script cleaned up correctly.

Run complete. Enriched 45 water suppliers (2 parallel research shards, 23+22, both 100% complete) — 610 companies now have full contact/analysis/link data, +383 municipality-link rows merged. Population coverage rose 95.78% → 95.86% (9715/10943 municipalities claimed, 1228 residual). Flagged for human follow-up: wv-de-3090 (Stadtwerke Euskirchen) may not be a genuine standalone water supplier and needs a dedup check, and SKILL.md's Finish section names stale pilot-era scripts that no run actually uses anymore.

Read CLAUDE.md and journal tail, then SKILL.md in full. On-disk state before starting: 2643 companies, 565 distinct enriched (569 records), 95.78% population coverage (9697/1246 claimed/residual) — matched the 17:30 discover run's final numbers exactly.

Duplicate guard applied before dispatch: build_enrich_batch.mjs 45 surfaced wv-de-7505 (the standing Wiesenbachgruppe duplicate of already-enriched wv-de-1415, now its 14th journal appearance) inside the top-45; excluded it with a one-off wrapper script (deleted after use) and backfilled to a full 45 from the next-highest-population pending row. Checked the rest of the standing duplicate-pair list (wv-de-3925/8502, wv-de-1148/8515, wv-de-7562/10522, wv-de-7722/11041, wv-de-10013/11012) — none co-occurred in this batch.

Batch: 3 pending_domain rows (from the 17:30 discover run's new minted companies) + 42 by population served, down to ~58k-person utilities (Görlitz/Greifswald/Euskirchen tier). Split 23/22, dispatched as shards "gg"/"hh" (continuing the a-z, aa/bb...ff letter sequence), both subagents run_in_background: false in one message, full method + schema + host-trap list (accumulated from every prior run's journal entries) inlined directly in the prompt.

Shard gg (23/23 complete), 134 municipality-link rows. New host traps: stadtwerke-karlstadt.de (Cloudflare 403 to both curl/WebFetch, was reachable in a prior pass — possibly transient/IP-based, flag rather than treat as durable yet), vereinigte-stadtwerke.de (WebFetch 403 on every path but plain curl+browser-UA got 200 fine — a WebFetch-specific quirk, not a real block), holsteinerwasser.de (incomplete TLS chain, same symptom class as bodensee-wasserversorgung.de; curl -k works). wasser-freiberg.de's single-page 403 (noted 08-25) reconfirmed as a durable site-wide block across homepage/impressum/kontakt. Two new access_method categories worth folding into the schema: third_party_portal (ZWA Eberswalde delegates to wasserportal.info, joining BRAWAG) and address_lookup_portal (ZWA MEV gates its analysis behind an address-entry tool on its own Kundenportal subdomain — its own domain, so distinct from third-party). All 3 pending_domain rows (wv-de-18847/18851/18852) confirmed to genuinely have no dedicated site — correctly left unresolved rather than mis-keyed to a hosting municipality's domain; wv-de-18847's only email candidate ([email protected]) appeared solely in third-party directories and was correctly recorded not_found rather than invented.

Shard hh (22/22 complete), 249 municipality-link rows. Strong multi-zone finds: WRG Riesa/Großenhain (89-location dropdown), Wasserverband Nordhausen (5 sourced wells), Stadtwerke Südholstein/Görlitz/Greifswald (multi-network). Roster defects flagged for review, not overridden: wv-de-1707's Impressum legal name is "Offenburger Wasserversorgung GmbH" (word order swapped vs. roster); wv-de-3101 (Görlitz) and wv-de-3100 (Greifswald) roster says self_only but each site names 3-4 further served municipalities, likely needs a status update to partial; wv-de-3090 (Stadtwerke Euskirchen GmbH) flagged for a closer look/possible dedup — Euskirchen's own official supplier page names only WES and Verbandswasserwerk GmbH as water suppliers, no independent evidence "Stadtwerke Euskirchen GmbH" is a real standalone water retailer (possibly conflated with e-regio GmbH & Co. KG, an energy company at the same phone number) — recorded at medium confidence per the existing TLS-trap note, but the entity itself may not belong on the roster. wv-de-9005: stadtwerke-goeppingen.de is now dead (NXDOMAIN, not slow) — water content lives on evf.de, its 86.75%-owned distribution subsidiary. New host traps: stadtwerke-wesel.de (Storyblok CMS — WebFetch's summary drops all PDF links, recoverable via grep -a -oE 'a.storyblok.com/f/...\.pdf' on raw curl output), stadtwerke-soest.de (cert verification failure, curl -k workaround). stadtwerke-euskirchen.de's TLS block reconfirmed.

Merge/finish: both shard files validated as well-formed JSONL with company_ids matching the dispatched batches exactly (23/23, 22/22, no dupes) before trusting them. Appended: 569 → 614 enrichment records (565 → 610 distinct company_id, +45 matches batch size exactly). map_roster.mjs: 12630 → 13013 roster-links rows (+383 = 134+249, exact), needs-review queue 565 → 741 (+176, expected churn from new sub-Ortsteil links). consolidate_roster.mjs: 2864 shard rows (221 dupes) → 2643 distinct companies, unchanged as expected (enrich runs mint no roster rows). coverage.mjs: municipalities claimed 9697 → 9715 (+18), population 95.78% → 95.86% (+0.08pp), residual 1246 → 1228 municipalities / 3.526M → 3.461M people — modest gain since most of the batch was large already-covered cities. Domain-collision check: still exactly 27, none new. pending_domain in the pending (unenriched) tier: 4 → 1 (the standing wv-de-7505 dup, deliberately excluded from this batch, is the one left).

Pre-existing duplicate spotted during merge, not introduced this run: enrichment.jsonl has 3 records each for wv-de-7559 and wv-de-7554 (neither in this run's batch) — a small dedup-needed item for a future housekeeping pass; exports already take latest-per-key so it's not corrupting output, just append-only bloat.

Confirmed again: no python3 and no pdftotext in this environment (5th consecutive wasserversorger-enrich run to hit this) — country CLAUDE.md's claim they're installed is stale.

SKILL.md's Finish section is stale and should be corrected: it names map_ags.mjs + export_csv.mjs, but those are pilot-era scripts that only touch the unrelated 25-row companies.jsonl/links.jsonl pair (confirmed by reading both scripts). Every real enrich run since 08-27, this one included, has actually used map_roster.mjs + consolidate_roster.mjs + coverage.mjs against roster.jsonl/roster-links.jsonl, which is the current source of truth. Worth a human updating the Finish section to name the real scripts so future runs don't have to re-derive this each time (same category of fix as the 08-27 batch-size-typo note).

For next run: wv-de-3090 (Stadtwerke Euskirchen GmbH) deserves a verification pass before its next re-research — possible non-supplier/dedup case. Continue 45-company batches by pending_domain first then population served; standing wv-de-7505 duplicate and the 27-domain- collision backlog remain untouched, still awaiting the overdue human consolidation pass.
