Outcome: Enriched 45 companies (2 shards, 23+22, dispatched as synchronous subagents per the skill's memory-cap rule) — 18 of 19 pending_domain rows got fully researched (1 resolved to its own domain), field recovery averaged ~85-95% across contact fields, and 301 municipality links were harvested. Merged cleanly: 745→790 distinct enriched companies, population coverage rose 98.23%→98.26% (10133→10146 municipalities claimed), and the campaign's pending_domain backlog is now down to just 1 row (an already-excluded standing duplicate). No new domain collisions introduced; flagged a few data-quality items (a WebFetch IDN-encoding bug on wasser-suedharz.de, a possible independent-entity mixup for EMB Miltenberg-Bürgstadt's "Erftalgruppe") for future human review rather than guessing.

Read CLAUDE.md and journal tail, then SKILL.md in full. On-disk state before starting: 2885 roster companies, 745 distinct enriched, 98.23% population coverage (10133/810 claimed/residual), 20 pending_domain rows in the pending queue, 27-28 standing domain collisions per prior entries.

Batch build: build_enrich_batch.mjs 45 surfaced the standing wv-de-7505 (Wiesenbachgruppe, dup of already-enriched wv-de-1415, 12th+ appearance) again — excluded it via a one-off filtered rebuild (same 6 standing duplicate pairs as the 08-31 10:30 run), re-verified 0 dup hits before dispatch. Batch: 19 pending_domain rows (up sharply from the usual 3 — discovery has been minting these steadily) + 26 by population served (43,314–46,605, i.e. slightly above the prior run's 40-49k band — marginal yield per batch still shrinking slowly as the head of the distribution empties). Split 23/22 (shard A got all 19 pending_domain + top 4 by population, shard B the rest), dispatched as two general-purpose Agent subagents in a single message, both run_in_background: false (synchronous/foreground, per established precedent).

Shard A (23, all 19 pending_domain + 4 population): 1/19 pending_domain resolved — Zweckverband Wiesentgruppe (wv-de-19154) found its own site wvw-wiesentgruppe.de, Impressum-verified, edited in place on roster.part-1356-shardA.jsonl. The other 18 stayed pending_domain after genuine per-company searches — small Zweckverbände/Eigenbetriebe administered from a member Gemeinde's Rathaus with no separate site of their own, correctly left null per the skill's rule rather than attaching the hosting municipality's domain. Field recovery (of 23): name 23/23, address 21/23, phone 20/23, email 17/23, emergency_phone 10/23, handelsregister_nr 4 found + rest inferred/ not_applicable for KdöR forms. Analysis locator found 15/23 (5 multi-zone). Flagged, not fixed: Gemeindewerk Tabarz's roster row already carries official_domain: "bad-tabarz.de" (the hosting Gemeinde's own domain) alongside domain_status: "pending_domain" — an inconsistency from a prior pass; and TAZ Dürrenhofe/Krugau's supply area overlaps existing wv-de-1517 (MAWV), recorded as competing claims per convention rather than guessing a split.

Shard B (22, all already-resolved domains): field recovery name/address/phone 22/22, email 21/22, emergency_phone 21/22, handelsregister_nr 13/22 found + 9 not_applicable, analysis_url 21/22 (9 multi-zone, standout Wasserverband "Südharz" with 17 zones/62 named settlements). New host traps: zv-derawa.de is a pure Vue.js SPA, static fetch returns only the router shell — all its fields are directory-corroborated only, flagged low/medium confidence, not fabricated. wasser-suedharz.de DNS failure root-caused: WebFetch's redirect handling mis-encoded the IDN as xn--wasser-s14dharz-rkb6767k.de (nonexistent) instead of the correct xn--wasser-sdharz-3ob.de (verified via Node's domainToASCII) — worth adding to the standing host-trap list, this is a tooling bug not a site defect and will hit this domain again on any future recheck. Flagged, not fixed: wv-de-4269 (EMB Miltenberg-Bürgstadt)'s "Erftalgruppe" may be an independent public-law Zweckverband rather than EMB's own brand, contradicting the existing roster note — supply-area claim narrowed to Miltenberg/Bürgstadt pending reconciliation. Also corrected in the enrichment record (not the roster note itself): wv-de-3171 Stadtbetriebe Siegburg's HRA 5386 is on its own Impressum, contrary to what an earlier pass's note claimed.

Validation before merge: both shard output files confirmed well-formed JSONL (23/23, 22/22 records, 0 malformed lines) with exact company_id-set match against the dispatched batches (no drops/dupes/nulls).

Merge: Appended 745 → 790 distinct enriched company_id (749 → 794 records, +45 exact match). map_roster.mjs: needs-review queue 1067 → 1195 (+128, driven by newly-harvested no-AGS names off small Zweckverbände's member lists, not a regression). consolidate_roster.mjs: 2885 distinct companies, unchanged as expected (enrichment mints no new companies). coverage.mjs: municipalities claimed 10133 → 10146 (+13), population 98.23% → 98.26% (+0.03pp), residual 810 → 797 municipalities / 1.479M → 1.453M people. Domain-collision recheck (eTLD+1) after merge: still 29, confirming the one domain resolved this run (Wiesentgruppe) created no new collision. Ran the stale map_ags.mjs/export_csv.mjs pilot scripts too, per the letter of the skill (confirmed harmless no-op again, same as every run since 08-31 10:30's note flagged them as stale).

Pending-domain queue nearly cleared: campaign-wide, only 1 pending_domain row remains unenriched — the excluded standing duplicate wv-de-7505. The other 289 pending_domain rows in the full roster are already enriched (contact fields found via the hosting Gemeinde's own page) but genuinely have no dedicated website of their own; this is expected steady-state, not a backlog. Next run's build_enrich_batch.mjs will fall through almost entirely to population-served ordering unless discovery mints more pending_domain rows in the meantime.

Naming nit for a future run: used roster-links.part-enrich-2026-08-31-1530-shardX.jsonl for this run's link shards; prior enrich runs used a zzz9-enrich-* prefix convention (functionally identical, map_roster.mjs globs all roster-links.part-*.jsonl regardless of name) — worth sticking to the existing convention next time purely for directory readability, not a correctness issue.

For next run: continue by population served — next batch starts around 43,000 (roughly the lowest end of this run's non-pending_domain range that wasn't yet drawn) and below. Standing 27-domain-collision backlog note in earlier entries is now consistently measuring 29 under correct eTLD+1 comparison — still awaiting the overdue human consolidation pass. The 6 standing duplicate-mint pairs (wv-de-7505/1415, 3925/8502, 1148/8515, 7562/10522, 7722/11041, 10013/11012) are unchanged, still awaiting merge — 13th+ run in a row working around them via batch exclusion. Add wasser-suedharz.de's WebFetch IDN-encoding bug to whatever host-trap reference a human eventually consolidates. _tasks/netzbetreiber-contact/german-water/ remains absent from this checkout, unaddressed again (out of scope for enrichment too).
