Discovery run complete: population coverage rose from 98.75% to 98.97% (620 municipalities / 861k people still unclaimed), roster grew from 2,959 to 2,996 companies. Both synchronous shards resolved 59 of 60 seeded municipalities (1 genuine unresolved: Erlau, Sachsen), self-caught a live duplicate mint and several domain/name traps before merge, and the post-merge domain-collision check confirmed the standing 29 collisions are unchanged — no new duplicates introduced. Journal updated with full details and flags for the next run (Ludwigsstadt source contradiction, Erlau still open, multi-member pool still awaiting a human decision).

Followed the skill's synchronous-shard protocol: two general-purpose subagents dispatched with run_in_background: false and the mandatory "no Agent/Task tool" line in their prompts. Both completed inline within this turn (durations 936s/1018s), neither recursed into background sub-subagents.

State on entry: picked up cleanly after the prior 19:23 run (4e4a28), landed on disk at 98.75%/10264 claimed/679 residual. Refreshed with coverage.mjs + build_gv_layer.mjs before building a new batch (confirmed unchanged: 657 singletons, 10-unit/22-municipality multi-member pool still on hold).

Batch: build_batch60.mjs — 60 singletons, residual_population descending. Split 30/30 into two synchronous subagents, company_id ranges wv-de-19390–19419 (shard A) / wv-de-19420–19449 (shard B).

Shard A (30): 16 new mints (12 self_supplied within those, per its own breakdown), 14 reused existing companies, 2 pending_domain (Zweckverband Ahornberger Gruppe / Konradsreuth; Zweckverband Fensterbach-Schmidgaden / Schmidgaden), 0 unresolved. Self-caught a live duplicate mid-run: minted wv-de-19400 for SÜC (suec.de, Weidhausen b.Coburg) before checking the roster, then its own end-of-run collision check found suec.de already belonged to wv-de-12021 and retracted the mint in favour of reusing the existing ID — exactly the self-correction pattern the skill asks for. Also caught a live name-trap (two distinct "Gemeinde Buxheim" in Bavaria on similar domains, resolved by Landkreis) and declined a plausible-looking "Zweckverband Büchenbach-Aurach-Gruppe" match for Gemeinde Aurach because its real members are all in a distant Landkreis. pdftotext/python3 were absent from the sandbox for two Satzung PDFs (Gaißach, Ascheberg); worked around by decoding the raw PDF content streams with Node's zlib and extracting Tj/TJ text operators directly rather than giving up or guessing.

Shard B (30): 21 new mints (19 self_supplied), 8 reused existing companies, 1 pending_domain (WAZV Landkreis Hersfeld-Rotenburg, no website found), 1 unresolved (Erlau, Sachsen — checked its own site plus three regional Zweckverbände, none confirmed as covering it; recorded company_id: null with notes rather than guessed). Notable: Kreiswerke Bautzen's own 16-member list independently named two of this batch's seeded AGS (Radibor and Weißenberg), reused for both. Flagged a genuine three-way contradiction rather than picking one silently: Ludwigsstadt's own site says its Kernort self-supplies (buying wholesale from FWO) with only Ortsteil Lauenhain going to Frankenwaldgruppe, while Frankenwaldgruppe's own page lists Ludwigsstadt as a full member — recorded both sources in notes for a human to reconcile. Also avoided linking Lehrberg to Reckenberg-Gruppe (the known bad-IP host 78.46.40.200) on the strength of generic search snippets alone, going with the authoritative WWA Ansbach directory instead which named Lehrberg as self-supplied.

Validation before merge: both shards well-formed JSONL (16/16, 21/21 roster rows; 30/30, 30/30 link rows). AGS-coverage check against batch60-input.json: all 60 assigned AGS present across the combined link rows, 0 missing (59 resolved + 1 explicit unresolved = Erlau). Cross-shard + full-roster eTLD+1 domain-collision recheck run before consolidate_roster.mjs, per the skill's rule: 29 standing pre-existing collisions, 0 touching either new shard.

Merge: map_roster.mjs — needs-review queue unchanged at 1195 (AGS-seeded singleton rows don't feed it, as expected; total link rows 14353 → 14413, +60 exact). consolidate_roster.mjs: 2959 → 2996 distinct companies (+37 = 16+21, exact). coverage.mjs: municipalities claimed 10264 → 10323 (+59, exact — 1 of 60 stayed unresolved). Population 98.75% → 98.97% (+0.22pp), residual 679 → 620 municipalities / 1.044M → 861k people. build_gv_layer.mjs: multi-member pool unchanged at 10 units/22 municipalities (still on hold), singletons 657 → 598 (-59, exact). Post-merge full-roster domain-collision recheck (eTLD+1): still 29, confirming this run introduced none.

Crossed 98.9%, closing in on 99% population coverage.

For next run: continue singleton batches by residual_population descending — 598 singletons remain, largest still ~6.6k (Schelklingen etc., same-day-excluded until the date rolls over past 2026-08-31 — no manual handling needed, build_batch60.mjs's date check clears it automatically). The 10-unit/22-municipality multi-member pool remains on hold pending the overdue human decision — do not spend a run on it without new information. Standing domain-collision backlog unchanged at 29 (eTLD+1) — still awaiting the overdue human consolidation pass, along with the 6 standing duplicate-mint name pairs noted in prior entries (unchanged, not touched this run). Two flagged items for a human to reconcile: Ludwigsstadt (Kernort self-supply vs Frankenwaldgruppe's own member list disagree) and Erlau (Sachsen, genuinely unresolved after 4 sources checked). _tasks/netzbetreiber-contact/german-water/ remains absent from this checkout (noted every run, out of scope for discovery).
