Population coverage rose from 98.97% to 99.19% (620→555 residual municipalities, 861k→679k residual population) via a 60-unit singleton batch, all done synchronously across two subagent shards with no background-agent failure and zero new domain collisions introduced (standing backlog stays at 29). Two new gaps flagged for human review — Reinsberg (Sachsen, genuinely unresolved) and a broken resolve_singleton.mjs pre-pass that's been silently skipped for several runs due to a missing dependency path — journal updated with full detail for the next run.

Followed the skill's synchronous-shard protocol: two general-purpose subagents dispatched with run_in_background: false and the mandatory "no Agent/Task tool" line. Both completed inline within this turn (durations 968s/1027s), neither recursed into background sub-subagents.

State on entry: picked up cleanly after the same-day 17:41 run (4a74a2), landed on disk at 98.97%/10323 claimed/620 residual. Refreshed with coverage.mjs + build_gv_layer.mjs before building a new batch (confirmed unchanged: 598 singletons, 10-unit/22-municipality multi-member pool still on hold).

resolve_singleton.mjs pre-pass is currently broken in this checkout — it hard-fails on ENOENT reading /_tasks/netzbetreiber-contact/german-water/gemeinden_deutschland.csv, which is the same absent-directory issue noted every run. Skipped the pre-pass and went straight to subagent WebSearch/Impressum research, consistent with what the last several runs actually did (their notes never mention pre-pass output either). Worth a human fix if resolve_singleton is meant to keep saving time.

Batch: build_batch60.mjs — 60 singletons. Note: the top of gemeindeverband-queue.csv (Schelklingen 6,616 etc.) was correctly skipped by the script's same-day-unresolved filter — those were checked and left unresolved by the 17:41 run today, so they won't resurface until the date rolls over past 2026-08-31, per the script's own design (confirmed, not a bug). This run's batch starts further down the list. Split 30/30 into two synchronous subagents, company_id ranges wv-de-19441–19470 (shard A) / wv-de-19471–19500 (shard B).

Shard A (30): 20 new mints, 9 reused existing companies (each verified via grep before minting), 14 self_supplied, 1 pending_domain (Zweckverband Meißner-Verbandswasserwerk, Hessen — real entity, no website found), 0 unresolved. One reused company (ZWR, wv-de-10525) also yielded 10 harvested member-list names, which is why municipalities claimed (+65) exceeds direct singleton claims (59). Notable: three unrelated Gemeinden nationally named "Friedland" disambiguated via each town's own site; a partial split at Dollnstein (core self-supplied via its own AöR, two Ortsteile carved out to Sappenfelder Gruppe); Wasserverband Gersprenzgebiet correctly filtered as a non-supplier (flood-control/land-drainage body, not drinking water).

Shard B (30): 19 new mints (14 of them self-supplying municipalities, matching existing roster precedent of minting one company row per self-supplied Gemeinde), 10 reused existing companies (a domain grep before minting caught all 10, avoiding accidental duplicates), 1 pending_domain (Wasserbeschaffungsverein Griesstätt e.V. — named on the Gemeinde's page, no website), 1 unresolved (Reinsberg, Sachsen — checked Wasserzweckverband Freiberg [wastewater only] and ZWA Hainichen [32-member list too large to enumerate confidently]; recorded company_id: null). Notable: Ringgau's water Eigenbetrieb was dissolved ~2019 after a municipal financial crisis, supply reverted to the Gemeinde directly (recorded self_supplied with the dissolved entity noted for context); Hatzfeld (Eder) buys bulk water from Wasserverband Siegen-Wittgenstein while retail billing stays with the Stadt (retail/wholesale split recorded); Lengdorf split between a self-supplied core and Zweckverband Erding-Ost covering only its Ortsteile. Flagged several lower-confidence self_supplied calls (Wildflecken, Gilserberg, Perlesreut) that rest on absence of an alternative rather than an explicit self-supply sentence — worth a future re-check.

Validation before merge: both shards well-formed JSONL (30/30, 19/19 roster rows; 40/40, 30/30 link rows). AGS-coverage check against batch60-input.json: all 60 assigned AGS present across the combined link rows, 0 missing (59 resolved + 1 explicit unresolved = Reinsberg). Cross-shard + full-roster eTLD+1 domain-collision recheck run before consolidate_roster.mjs: 29 standing pre-existing collisions, 0 touching either new shard (the one apparent hit, wv-de-11041 Schlicht-Gruppe, was a correct reuse of an existing id, not a new duplicate).

Merge: map_roster.mjs — needs-review queue unchanged at 1195 (AGS-seeded singleton rows don't feed it, as expected; total link rows 14413 → 14483, +70 exact = 40+30). consolidate_roster.mjs: 2996 → 3035 distinct companies (+39 = 20+19, exact). coverage.mjs: municipalities claimed 10323 → 10388 (+65, 6 more than the 59 direct singleton claims, from ZWR's harvested member list). Population 98.97% → 99.19% (+0.22pp), residual 620 → 555 municipalities / 861k → 679k people. build_gv_layer.mjs: multi-member pool unchanged at 10 units/22 municipalities (still on hold), singletons 598 → 533 (-65, exact). Post-merge full-roster domain-collision recheck (eTLD+1): still 29, confirming this run introduced none.

Crossed 99.1% population coverage.

For next run: continue singleton batches by residual_population descending — 533 singletons remain. The date-rollover on same-day-unresolved entries (Schelklingen 6,616 and others checked unresolved earlier today) means they become eligible again once checked_at is no longer 2026-08-31 — no manual handling needed. The 10-unit/22-municipality multi-member pool remains on hold pending the overdue human decision — do not spend a run on it without new information. Standing domain-collision backlog unchanged at 29 (eTLD+1) — still awaiting the overdue human consolidation pass, along with the 6 standing duplicate-mint name pairs noted in prior entries. Three flagged items for a human to reconcile: Ludwigsstadt (self-supply vs Frankenwaldgruppe disagreement, from the prior run), Erlau (Sachsen, unresolved after 4 sources, prior run), and Reinsberg (Sachsen, unresolved after checking 2 Zweckverbände, this run). Consider fixing resolve_singleton.mjs's hard dependency on the absent _tasks/netzbetreiber-contact/german-water/ directory — it currently ENOENTs immediately and the pre-pass is being skipped entirely as a result. _tasks/netzbetreiber-contact/german-water/ remains absent from this checkout (noted every run, out of scope for discovery).
