Enrichment run complete: processed a 45-company batch (3 pending_domain + 42 by population served, 39.8k–34.6k residents), all appended and validated (0 malformed, 0 missing, exactly-once except one intentional correction). Distinct enriched companies rose 835→880; population coverage unchanged at 99.53% as expected (this is an enrichment pass, not a discovery pass). Notable finds: a new host-down trap (markt-lam.de), a shared email-obfuscation cipher across 4 GIPS-platform Stadtwerke sites worth a dedicated cracking pass, and several roster supply-area corrections sourced to primary pages. Full details in the two subagents' journal entries plus my merge/validation entry, all appended to memory/journal.md.

State on entry: 3110 roster companies, 835 distinct enriched, 99.53% population coverage (10505/438 claimed/residual) — picked up after the 2026-08-31 22:00 wasserversorger-discover run.

Batch build: build_enrich_batch_excl.mjs 45 (still excludes the 6 standing duplicate-mint pairs) surfaced 3 pending_domain rows + 42 by population served (39,832 down to 34,600). Split 23/22, dispatched as two synchronous general-purpose Agent subagents in a single message, both run_in_background: false with an explicit no-Agent/Task-tool instruction. Both completed inline this turn (durations ~1388s / ~2597s) — see their own detailed journal entries immediately above this one for per-company findings, host traps, and roster corrections; not duplicated here.

Validation before calling it done: enrichment.jsonl 839→885 lines, 0 malformed, all 45 batch company_ids present exactly once except wv-de-2600 (2 — an intentional same-pass append-only correction, documented in shard B's entry). Shard evidence files both well-formed (23/23 lines each). links.jsonl grew 0→1215 total (both shards combined added 1215 rows in this still-young file — Part 3 links only started accumulating in links.jsonl recently, separate from the discovery-side roster-links.jsonl), 0 malformed.

Merge/finish: ran map_ags.mjs and export_csv.mjs per the letter of the skill — confirmed still a no-op relative to the main roster (only touches the original 25-company pilot: companies.csv/links.csv, 25/905 rows, unchanged). coverage.mjs: municipalities claimed 10505 unchanged, population 99.53% unchanged, residual 438 unchanged — expected, since this was an enrichment pass (contact/analysis-locator fields) not a discovery pass; no new roster-links rows were added to roster-links.jsonl this run. Distinct enriched companies 835 → 880 (+45, exact). Pending count 2300 → 2255.

New findings worth carrying forward (from the two shard reports): a new host-down trap (markt-lam.de, wv-de-19545 — ECONNREFUSED on two different URLs, not a 403/TLS issue like the known traps); a shared GIPS-platform email cipher affecting at least 4 Stadtwerke sites (Balingen, Gaggenau, Hemer, Wedel) that's worth a dedicated cracking pass since it will recur; wvsfz.de (wv-de-2600) is a GUID-routed JS portal blocked to both curl and a reader-proxy fallback; a GELSENWASSER vnc_twa JS analysis widget (seen on Voerde) likely recurs across other GELSENWASSER-group Stadtwerke. A new zero-dependency PDF text extractor (/tmp/wv/pdftext2.mjs, not yet committed to the campaign dir) cracked several scanned/embedded Trinkwasseranalyse PDFs where pdftotext isn't installed on this host — has a known cross-font CMap-contamination bug on multi-font PDFs, left unfixed. Several roster supply_area_municipalities corrections were made (wv-de-239, 2655, 3247, 3244) sourced to primary pages — see shard B's entry for specifics.

For next run: continue by population served — next batch starts around 34,600 and below (or re-run build_enrich_batch_excl.mjs 45 fresh, it will naturally pick up from here). Re-fetch markt-lam.de once reachable. The GIPS-platform email cipher and pdftext2.mjs's CMap bug are both worth a dedicated pass if a future run has slack. Standing backlog unchanged: 6 duplicate-mint pairs (still excluded by build_enrich_batch_excl.mjs), domain-collision review queue, and _tasks/netzbetreiber-contact/german-water/ still absent from this checkout (out of scope, noted every run).
