Ran the wasserversorger-enrich skill: researched a 45-company batch (5 pending_domain + 40 by population served, standing duplicate excluded via build_enrich_batch_excl.mjs) via two synchronous subagent shards, all 45 completed with full records — website_url 41/45, email 36/45, emergency phone 31/45, handelsregister_nr 20/45 found (24 not_applicable), analysis_url 32/45. Merged cleanly into enrichment.jsonl (930→975 lines, 970 distinct companies) and 440 new municipality-link rows via the live map_roster.mjs path, nudging population coverage from 10596 to 10598 municipalities claimed (99.78%, residual down to 345/180.6k people). No contact data was invented or sent; two Impressum-vs-roster discrepancies (wv-de-3676, wv-de-3679) and the still-stale SKILL.md Finish section were flagged in the journal for a future run/human.

Read CLAUDE.md and journal tail, then SKILL.md in full. State on entry: 3168 roster companies, 925 distinct enriched, 99.78% population coverage (10596/347 claimed/residual, per the 08:00 discovery run just before this one).

Batch build: used build_enrich_batch_excl.mjs 45 (not the plain build_enrich_batch.mjs — its first pass surfaced the standing wv-de-7505 duplicate-mint in the top-45, confirming the exclusion script is still needed). 5 pending_domain rows + 40 by population served (34,446 down to 26,900). Split 23/22, dispatched as two synchronous general-purpose Agent subagents in one message, both run_in_background: false, both carrying the mandatory no-Agent/no-Task-tool instruction. Both completed inline (2125s / ~767s), neither recursed into sub-subagents.

Shard A (23, incl. all 5 pending_domain): 23/23 complete. 0 of 5 pending_domain resolved — all genuinely researched dead ends, correctly left pending_domain rather than mis-keyed (one near-miss: zv-bieswang.de for wv-de-19752 resolves HTTP 200 but is a dead registrar parking page with no real content). Field recovery: website_url 19/23 (4 not_published = the unresolved pending_domain rows), email 17/23 (6 blocked by anti-scraping obfuscation, 2 of those decoded from numeric HTML entities), emergency_phone 18/23, contact_form_url 16/23 (+4 not_applicable), handelsregister_nr 10 found + 12 not_applicable + 1 not_found, analysis_url 19/23, multi_zone 13/23. 389 new municipality-link rows from 10 companies with published member lists (biggest: Auracher Gruppe 90 rows, VG-Werke Gerolstein 60, WAMS 48). Roster correction candidate surfaced, not applied: wv-de-3676 (DSDL) publishes HRA 14739 despite being a Zweckverband/KdöR — roster had it as not_applicable. New host notes: stadtwerke-hef.de and stadtwerke-schoenebeck.de need WebFetch (JS/ajax-rendered key content, curl misses it). No 78.46.40.200/bodensee-wasserversorgung.de/l.de traps hit this shard.

Shard B (22, all known-domain): 22/22 complete. Field recovery: website_url/address/phone/ supply_area_municipalities 22/22, email 19/22, handelsregister_nr 10 found + 12 not_applicable, emergency_phone 13/22 (rest honestly not_found after checking labelled links, not guessed), analysis_url 13/22 direct + several third-party-only. 51 new link rows from 8 companies. Two Impressum discrepancies vs. roster recorded (not applied to roster): wv-de-3679 Bad Pyrmont HRB 101800 (own-Impressum) vs. roster's northdata-sourced 101982; wv-de-6516 ZV Vorderes Renchtal's practical-domain Impressum names only operating Stadtwerke Oberkirch GmbH, never the Zweckverband itself, so name recorded not_found with reason and the visible HRB kept as not_applicable for the Zweckverband. wv-de-9022 Tauberfranken found to also serve Külsheim (roster's self_only implied Bad Mergentheim alone) — added as a new Part 3 link. Host notes: schleswiger-stadtwerke.de rebrand-redirects to stadtwerke-sh.de (matches roster's alternate_domains); Quickborn's practical domain 403s to WebFetch, worked around via subpaths + search; swf-sad.de confirmed the known bare-domain-vs-www TLS-cert-mismatch trap.

Merge: both shard files validated well-formed JSONL (23/23, 22/22, 0 malformed), all 45 batch company_ids present exactly once across both shards, 0 overlap with pre-existing enrichment.jsonl records. Appended directly: enrichment.jsonl 930 → 975 lines (925 → 970 distinct company_id, +45 exact; the 5-line lines-vs-distinct gap is the pre-existing known multi-record ids wv-de-7559/7554/2600, untouched). For Part 3 links, appended the two roster-links.part-shardA/B-2026-09-01-1030.jsonl files and ran map_roster.mjs (the live, additive merge path) — not map_ags.mjs, which the 05:30 run found silently discards anything appended to links.jsonl since the original 25-company pilot; that finding still holds, map_ags.mjs/export_csv.mjs/links.jsonl remain untouched by this run. roster-links.jsonl 14929 → 15369 rows (+440 = 389+51, exact). coverage.mjs (safe, non-destructive): claimed 10596 → 10598 (+2, from the Külsheim addition and similar), population 99.78% (unchanged at this rounding), residual 347 → 345 municipalities / 183.7k → 180.6k people.

For next run: continue by population served — build_enrich_batch_excl.mjs 45 will pick up around 26,900 and below. Two Impressum-vs-roster discrepancies await a human/future-run decision: wv-de-3676's real HRA 14739, wv-de-3679's HRB 101800 vs. roster's 101982. SKILL.md's Finish section still names the stale pilot-era map_ags.mjs/export_csv.mjs pair instead of the actual live path (map_roster.mjs + coverage.mjs, no enrichment-specific CSV exporter exists yet) — now flagged across multiple consecutive enrich runs, worth an actual fix. _tasks/netzbetreiber- contact/german-water/ (PLAN.md, basecamp-todo) remains absent from this checkout; worked from SKILL.md's own complete field list per the established fallback. No python3 in this environment (confirmed again). Standing backlog unchanged: 6 duplicate-mint pairs (wv-de-7505 excluded again this batch), 28-collision domain-review queue, GIPS-platform email cipher (Balingen/Gaggenau/Hemer/Wedel, still uncracked).
