Enriched 45 more German water suppliers (23+22 split across two synchronous subagents), including all 9 remaining pending_domain rows — confirmed each is a genuine micro-association with no website (one, WBV Achberg, turned out to be formally dissolved since 2024, flagged for a human decision). Merged cleanly into enrichment.jsonl (1020→1065 lines, 1015→1060 distinct companies, zero overlap/dupes) and roster-links.jsonl; population coverage rose to 99.96% (37 municipalities / 35,813 people still unclaimed). A few new host traps were logged (ISO-8859-1/8859-15 encoded sites needing grep -a, a JS proof-of-work challenge on stadtwerke-selm.de) plus two roster self-contradictions for a human to review — all details in the journal entry for the next run.

Batch build: build_enrich_batch_excl.mjs 45 enrich-20260901-2030 (standing 6-id duplicate-mint exclusion set still needed). Only 9 pending_domain rows left at batch-build time (small Wasserbeschaffungsverbände/Wassergemeinschaften) + 36 by population served. Split 23/22, dispatched as two synchronous general-purpose Agent subagents in one message, both run_in_background: false, both carrying the mandatory no-Agent/no-Task instruction, both told to append incrementally to shard-specific part files only. Both completed inline (~2736s / ~2614s).

Shard A (23, incl. all 9 pending_domain): 23/23 complete. All 9 pending_domain rows confirmed to have no independent website — genuine micro-associations (5 Schleching-area Wasserbeschaffungsverbände, 2 Quarnbek entities, 1 Steinberghaff, 1 Zweckverband rechts der Altmühl) — left as pending_domain, not resolved, per the rule against attaching a member's domain. wv-de-20102 (WBV Achberg) is formally dissolved since 01.07.2024 per a Landratsamt Traunstein Amtsblatt notice linked from its own listing — Gemeinde Schleching now runs it as liquidator; flagged for a human roster decision (successor entity vs. keep as historical row). Field recovery: address 19/23, phone 19/23, email 15/23 found (5 not_published, 3 not_found), emergency_phone 15/23, analysis 18/23 tier 1-2 with real values, 3 genuine tier-4 gaps (HNVG, Bliestal, Stampe/Köhlerbarg). 42 new municipality-link rows. Two roster notes for a later pass: wv-de-936 (VersorgungsBetriebe Elbe) also answers on versorgungsbetriebe-elbe.net (verified same Impressum) — an alias worth recording; wv-de-3523 (Stadtwerke Bliestal) serves backend assets from biosphaeren-stadtwerke.de, suggesting a wider operator group, not a domain collision. New host trap: stadtwerke-luebbecke.de is an old GIPS CMS serving ISO-8859-1 — plain grep silently matches nothing (treated as binary), needs grep -a.

Shard B (22, all known-domain): 22/22 complete. Field recovery: name/phone 22/22, address 21/22, email 21/22, contact_form_url 12 found/6 not_published/4 not_found, emergency_phone 18 found/3 not_published/1 not_found, handelsregister_nr 8 found + 14 not_applicable (mix of scraped-explicit and name-inferred, labelled per field). Analysis: 21/22 got an analysis_url or zone page, 14/22 multi_zone. 102 new link rows. Two roster self-contradictions flagged, not corrected: wv-de-930 (TAZV Luckau) own page names 12 municipalities but states "11 Mitgliedsgemeinden" elsewhere; wv-de-428 (ZV Radegast) — this pass's direct-fetch 26-member verbatim list supersedes a prior partial 3-member search-paraphrase list, also noting "Lützow" appears in another Zweckverband's roster note, unresolved collision candidate. New host traps: stadtwerke-selm.de serves a JS proof-of-work challenge on every path to both curl and WebFetch — not solved/bypassed per the anti-bot rule, corroborated instead via the city's own news article (analysis_url left null for this company); zvradegast.de is ISO-8859-15, same grep -a issue as Lübbecke above, and a WebFetch pass on its hardness page returned numbers alongside PDF links rewritten to a fake example.com — discarded as a hallucination artifact, not recorded; stwl-lauf.de blocks /de/Service/Stoerung/ (403) but the specific labelled Störung subpage loads fine — a partial, path-specific block.

Merge: both shard files validated well-formed JSONL (23/23, 22/22), all 45 batch company_ids present exactly once across both shards, 0 overlap with pre-existing enrichment.jsonl. Appended directly: enrichment.jsonl 1020 → 1065 lines, 1015 → 1060 distinct company_id (+45 exact). Appended roster-links.part-shard{A,B}-2026-09-01-2030.jsonl (42+102=144 rows) and ran map_roster.mjs (live additive-merge path). roster-links.jsonl rebuilt from all shards on disk: 16644 rows (jumped more than +144 — the rebuild also picked up previously-unmerged shard files already sitting in the directory, e.g. roster-links.part-verify-notes.jsonl and roster-links.part-wwa.jsonl, consistent with map_roster.mjs's known full-rebuild-from-all-shards behaviour, not a bug in this run). coverage.mjs: population 99.96% (was 99.87%), 10707/10749 municipalities claimed (was 10670/272 residual), residual now 37 municipalities / 35,813 people — the population jump is larger than this run's own 144 links would explain, so some of it is catch-up from those previously-unmerged shard files finally being folded in.

For next run: continue by population served — build_enrich_batch_excl.mjs 45 picks up where this run left off. Roster-wide pending_domain count (excluding already-enriched) is now 109 (roster.jsonl itself grew 3241 → 3364 rows from ongoing discovery sweeps, and discovery keeps minting pending_domain rows faster than enrichment clears the small remaining batch-visible queue — matches SKILL.md's own note that this is expected). One roster-data decision needs a human: wv-de-20102 (WBV Achberg) is dissolved since 2024-07-01, successor unclear. Two self-contradictory member-list notes await a human look (wv-de-930 TAZV Luckau, wv-de-428 ZV Radegast/"Lützow" collision candidate). No pdftotext/python3 in this environment (confirmed again). Standing backlog unchanged otherwise: 6 duplicate-mint pairs, ~28-30 domain-collision review queue, GIPS-platform email cipher (Balingen/Gaggenau/Hemer/Wedel, still uncracked). SKILL.md's Finish section still names the stale map_ags.mjs/export_csv.mjs pair instead of the live map_roster.mjs + coverage.mjs path — flagged across many consecutive enrich runs now, still unfixed.
