This run triaged all 12 pending inbox messages: 8 auto-acks, 1 out-of-office (matched to Elektrizitätswerk Leitlein via name/phone since MaStR-nr wasn't auto-matched), 1 irrelevant (Austrian company, out of scope), and 3 substantive answers. Havelstrom Zehdenick GmbH sent a complete Preisblatt yielding a new full §14a extraction (findings now 452 operators / 435 complete, up from 451/434). Gemeindewerke Heikendorf and Licht- und Kraftwerke Helmbrechts both re-sent documents that were byte-identical/same-source as already-extracted data — recorded as duplicate confirmations, no change to complete count. One anomaly was flagged for human review rather than acted on: a reply to our VersorgungsWerke Heddesheim outreach came from the separately-registered Stadtwerke Viernheim Netz GmbH with their own price sheet — declined to attribute that data to Heddesheim without confirming the relationship. Sheet pushed (452 Findings/869 Outreach rows); reminder script found nothing due (0 drafts); the detached sender fired and completed immediately with "nothing selected" (no pending drafts). Journal updated with full details and two open items for a human.

KG, Forchtenberg) via sender name "Anja Leitlein" and the OOO's phone area code 07947 (Forchtenberg's Vorwahl), corroborating an enrichment note already on file about a sibling-domain mixup (ew-leitlein.de has TLS errors; leitlein.com is a different legal entity per that note, but this reply is clearly the same person). wait_until 2026-09-07.
• 1 irrelevant: illwerke vkw AG (Vorarlberg, Austria) ticket-confirmation — no reference number, not in seed.csv, out of campaign scope (Austrian company). Could not be matched to any mastr_nr; suppressed.
• 1 full extraction, high confidence: Havelstrom Zehdenick GmbH (SNB934355412402) sent their complete 2026 Preisblatt PDF as a direct email attachment (no link-following needed). All three modules cleanly labeled in the document's own "Neuverträge ab 2024" table: Modul 1 pauschale Reduktion -127,08 EUR/Jahr (→127.08 normalized), Modul 2 AP rabattiert auf 40% → 3,19 ct/kWh, Modul 3 HT 9,58/NT 2,06/ST 7,98 ct/kWh, NT-Fenster 23:00-06:45 nur Q1+Q4. export_findings.mjs: 451→452 operators, 434→435 complete.
• 2 duplicate confirmations, zero new data: Gemeindewerke Heikendorf AöR (SNB971174411018) forwarded their own 11.08.2026 reply as proof of a prior answer — its Preisblatt link, re-run through fetch_reply_doc.mjs, resolved to the exact same PDF already backing the existing record. Licht- und Kraftwerke Helmbrechts GmbH (SNB922269370765) re-sent 3 PDFs that are byte-for-byte (md5) identical to the ones extracted on 2026-08-04. Both appended a findings.jsonl row anyway (per the 2026-09-01 Ettlingen precedent — one record per message, not deduped), with review_note stating explicitly that nothing changed. Neither moved the complete count.
• 1 flagged as a genuine anomaly, not extracted — needs a human: Stadtwerke Viernheim Netz GmbH replied (from [email protected] / swv-netz.de, an operator with its own separate mastr_nr SNB961283575572 already enriched) to our outreach for a different operator, VersorgungsWerke Heddesheim GmbH & Co. KG (SNB929840763916, on-file host vwerke-heddesheim.de), and linked their own SWVN-branded Preisblatt. A third entity at the same Viernheim address (Netzbetrieb Hirschberg GmbH & Co. KG, SNB915030239484) suggests a shared back-office serving several legally-distinct neighbour-municipality grid operators — but nothing in the reply confirms Heddesheim's customers are actually billed under Viernheim's price sheet. Did not attribute the linked Preisblatt to SNB929840763916 (would risk pinning one operator's prices on a different, distinct legal entity — hard rule 1 territory even though the contact itself isn't invented) and did not fetch it. Triaged wrong_entity/human_queue with the full reasoning in detail; this needs a person to either confirm the Heddesheim↔Viernheim relationship (and if real, add swv-netz.de as a known host for SNB929840763916) or treat it as a misdirected reply.

Finish steps: export_findings.mjs → 452 operators, 435 complete (was 451/434). push_sheet.mjs pushed 452 Findings + 869 Outreach rows without error. render_reminders.mjs: 0 reminder drafts (2 deferred by OOO, correctly excluding the just-classified Leitlein OOO since its wait_until is in the future) — mailbox was fully triaged after this pass, so this is the real outcome, not a self-skip. followups.mjs send --all fired detached via setsid nohup … & disown, confirmed started, and finished near-instantly with nothing selected (send-last.log) — consistent with 0 fresh drafts and followups-sent.jsonl unchanged at 1505 lines since the last run. Nothing pending to babysit.

For next run: do_not_contact.txt unchanged (1 entry). No bounces this pass. Two open items for a human: (1) the Viernheim/Heddesheim entity relationship above — resolving it either unlocks a real Preisblatt for SNB929840763916 or confirms it should stay untouched; (2) the two 2026-09-01-run host-mismatch operators (Peißenberg SNB985871274975/gwp-netz.de, Netze Calw SNB976371748981/netze-calw.de) are still unresolved and will keep failing fetch_reply_doc.mjs identically until their enrichment hosts are updated. Correction to a running note: earlier entries in this journal flagged netzbetreiber-replies' SKILL.md Finish section as citing a stale map_ags.mjs/export_csv.mjs pair — re-read it this run (section 7) and that's not accurate for this skill; it correctly names export_findings.mjs/push_sheet.mjs/render_reminders.mjs/followups.mjs send. Addendum 2026-09-02 (d) — the last-13 re-pass: 12 of 13, and why they had all failed before

Targeted pass at the 13 unresolved municipalities that carried 70% of the remaining population and had averaged only 2.3 attempts, while the tail below them averaged 6.1 for an average of 421 residents each. Four shards, 3-4 municipalities apiece so each could go deep. 12 resolved. Every one had failed 2-6 times before.

They had not failed for lack of effort — prior passes usually ruled out the right Verbände correctly. They failed by reading the wrong kind of document. Both halves of that are now in SKILL.md:

• Gemeinde → the Ortsrecht index, not the water page. Seven resolutions came from a Satzungen/Ortsrecht/Bekanntmachungen listing that no prior pass had opened; all had stopped at a "Ver- und Entsorgung" nav page naming no operator. Zell im Fichtelgebirge, Ronsberg, Ahorn, Rattenberg, Reichenschwand, Hopferau, Motten.
• Verband → the Verbandssatzung, not the members page. Königsfeld fell on its 5th attempt to Anlage 1 of ZWA Hainichen's Verbandssatzung after four passes had exhausted the same operator's overview and press pages.

A wrong answer caught and reversed inside the same night. Earlier on 2026-09-02 the verify-notes shard recorded Rosenthal am Rennsteig — then the single largest gap — as a non-serve, reasoning from ZV WALO's website member list plus Rosenthal's own "eigene Trinkwasseranlagen" language. Shard last13-W pulled ZV WALO's actual Verbandssatzung: §2 lists Rosenthal as a full member with no service restriction (the Satzung restricts only Saalburg-Ebersdorf, to five named Ortsteile, so the absent carve-out is meaningful), and §3(1) Nr.1-4 names drinking water among the Verband's Aufgaben — which also reconciles the per-Ortsteil plants, since the Satzung tasks the Verband with operating them. Claimed to wv-de-18905. The superseded row is annotated in place rather than deleted, so the reasoning is auditable.

What the PDF fix actually bought. Almost none of the PDFs opened in this pass were scans — they were plain-text documents that had never been fetched, because the tooling had been reporting every PDF as unreadable and the campaign had learned not to bother. Two cases needed Wayback rather than OCR: Ebrach (ebrach.de rebuilt on Nuxt, old /fileadmin/ paths now 404) and Rattiszell (live site is a placeholder during a VG rebuild; a 2026-06-08 capture held the real water page, reachable only with the id_ raw suffix). Rattiszell turned out to be split — Gemeinde-run core since 2004 wholesale-sourced from WBW, plus WV Pilgramsberg for four named Ortsteile — recorded as two companies with quartier tags.

Durable negatives, worth as much as the resolutions:

• Saxony's apps.gesunde.sachsen.de register is real and useful (it resolved Dorfhain) but does not cover the Rochlitz/Hainichen pocket of Mittelsachsen — verified against the raw HTML of all 80 zones, so a source gap, not a search failure.
• Thüringen publishes no equivalent register, and tlug-jena.de is decommissioned, not flaky — TLUG became TLUBN at tlubn.thueringen.de (narrative statistics only). Passes have been reading its SSL/503 failures as transient and retrying. Retire the domain.
• Wayback rate-limited the whole team for part of the run ("suspected abusive bot traffic", shared IP, durable across spaced retries with different UAs). Prefer a live route first.
• WebSearch hit its session-wide 200/200 cap; every later resolution came from curl + Wayback CDX + Read-tool PDF rendering. Organic search engines are bot-blocked from curl, so the fallback is direct navigation of the Gemeinde's own site structure — which is where the answers were anyway.

Hartmannsdorf-Reichenau (1,040) is the one that did not fall, and it is now exhaustively documented rather than merely unresolved: all 80 Saxon registry zones fetched and grepped, zero matches statewide; Klingenberg's live Ortsrecht index has an Abwassersatzung but no water Satzung at all among 27 items; the one live lead (WVW's Verbandssatzung, which carries the member list) is genuinely deleted from the site — a sibling PDF in the same directory still loads — and Wayback's Oct-2025 snapshot is behind the 429 block; the Versorgungsgebiet maps are JS-only SPA widgets; and the Gemeinde's own RIS is a JS/API backend that robots.txt confirms is unreachable by curl. It needs the browserless render path, or a Wayback retry once the block lifts.

For next run: 24 gaps, 11,023 people, largest 1,040. Twelve of them are the heavily-attempted Schleswig-Holstein/Thüringen tail averaging 421 residents with 5-8 documented attempts each — these want the exhausted_public_sources marker, not another pass. The remaining spend is better aimed at enrich, where pending_domain companies still block the load.
